Mr. Boos responded that the Alpine construction was part of the five-year Capital <br />Improvements Program. The money was budgeted in 1997, and is sitting in the park fund <br />for this project. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />recommend Council approve the park shelter specifications and authorize staff to <br />advertise for bids. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen, and Zimmerman. Voting No: None. <br /> <br />Case #4: Purchase of Snow Blower and Toolboxes for Public Works <br /> <br />Director of Public Works Kapler stated that, in about 1995, a 5 horsepower (hp) snow <br />blower, used by Public Works for snow removal on the hockey rinks, was transferred to <br />City Hall for use after the purchase of a new 8 hp unit. In recent years, the 5 hp snow <br />blower has been plagued with breakdowns and it appears has exceeded its useful life. <br />Staff is recommending the purchase of a 12 hp snow blower for the Public Works <br />Department and the transfer of the fully functional 8 hp snow blower for use at City Hall. <br />Mr. Kapler noted that even though a large snow blower attachment for the skid steer is a <br />planned purchase for 1999, a walk-behind snow blower would still be needed for clean- <br />up next to the boards, and for light snowfalls, in addition to other snow removal tasks. <br />He reported the cost of the 12 hp blower to be $1,756. This would be funded with $520 <br />of the depreciation monies available from the original snow blower. The remaining <br />$1,236 is available from the $2,471 in parks capital expenditures that was not required for <br />the earlier equipment purchases. Staff would also like to direct the $1,235 balance <br />designated by Council for parks capital equipment in 1998, toward two tool boxes for <br />unit #625 and #629. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />recommend Council authorize transfer of equipment replacement funds and purchase of <br />snow blower and tool boxes. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />Case #5: Authorization to Negotiate Land Purchase Price for Fire Station #2 <br /> <br />Fire Chief Kapler mentioned that on September 22, 1998, Council authorized staff to <br />acquire services to obtain the appraisals of three properties being considered for the <br />location of fire station #2. Two of those appraisals are available and there is an estimate <br />of the third. There are three parcels, but two landowners. He asked for authorization to <br />contact the property owners and begin negotiations on the purchase prices. <br /> <br />Councilmember Zimmerman inquired if funding for this property has been discussed. He <br />noted several projects that have to be funded including T.H. #47 and the senior housing. <br /> <br />Mr. Kapler responded that it was noted in the 1998 budget and listed in the CIP. <br /> <br />Finance Committee/November 24, 1998 <br /> Page 3 of 6 <br /> <br /> <br />
