events. He added that another plus would be to have a City desk - to be available for the Police
Department also.

Assistant Chief Hoxter mentioned that another department allows the ambulance to park inside
their station and he thought that may be a good option to give some thought to.

Mayor Gamec pointed out that $525,000 has been dedicated toward the second station this year.
He stated that Chief Kapler had contacted him about the location so the City Attorney is in the
process of trying to acquire that comer and getting permission to put a fire station there. The
Federal land agreement declares the land is for park purposes only and the City Attorney needs to
file a paper stating this is for public purpose. We are also trying to get whomever it is who owns
the land to send us a letter saying it's okay to put a station here - that would save us from going
through the other process.

Chief Kapler commented that if the Department goes to a cloth hose versus a synthetic hose, the
station would have to house a hose tower. Also, with this second station, there is potential to
decrease the ISO rating. The rating is now at 6 and 9.

Consensus of the Fire Board was agreement on the floor plan and the idea of a second facility for
fire station and community service, and to also agree on the location. This will be forwarded to
Council.

Case #2: Fire Station #3

Fire Chief Kapler stated that his point of bringing up a third station is that, even with the second
station, there will still be a "lost area" in Ramsey to get to. He thought it a good idea to begin
looking at land - if some is found in the area for a good price, the City could purchase it, even ifa
third station wouldn't happen for 10 years, for example.

Discussion ensued relating to areas of search and that what would be needed would be about two
to three acres. The building would be a fraction of the size of Station #2 - it would be more of a
satellite. It, too, could be used for the community - another polling place, an ambulance bay, etc.
Councilmember Beyer suggested that the station committee brainstorm this idea.

Case #3: Review of Nicotine Policy for Fire Department Personnel

Fire Chief Kapler requested this case be on the agenda as he was concerned that the current
nicotine-free policy may be keeping some really good fire fighter prospects from applying.
However, after the last recruitment, he felt that it was a good idea to keep the nicotine-free policy
in tact.

Administrative Services Manager Waite Smith stated that a lot of the departments in place envy
Ramsey's nicotine-free policy. She suggested if the Department dismisses the policy, we would
be going in the wrong direction. She felt it would be to the City's benefit to improve the
recruitment efforts instead.

Fire Board/March 26, 1998
