<br />Council member Strommen expressed concern that the water supply is being managed piecemeal. <br />rather than regionally. She stressed that a new approach is needed regarding the water supply. <br /> <br />Mr. Dewolf indicated an RfP has been draOed to look at the 7 County Mctro Arca from a water <br />managcmcnt standpoint. <br /> <br />Councilmcmber Strommen indicated this cannot be limited to the 7 County Metro Area, as jr <br />would leave out Elk Rivcr and the areas to the north. <br /> <br />Couneilmember Elvig statcd the point being is that Ramsey has to take on extra expense to draw <br />from the river when they know Andover cannot and will be allo\ved to borc into the ground. He <br />stated there must be an opportunity to draw grant funding due to the unfair disadvantage to <br />Ramsey. <br /> <br />Public Works Director Olson stated staff asked the DNR what other funding mechanisms arc in <br />place and the DNR indicated the only thing that can be done is special legislation. This is <br />something that will have to be explored in the next year or two. <br /> <br />Mr. Peterson provided an overview of the following information: <br />. Surface Water Options <br />o Surface Water Intake <br />o Riverbank Collectors <br /> <br />Mr. Dewolfprovided an overview of the following information: <br />. Riverbank Collector Investigation <br />o Geology Review <br />o Test Well Constructed <br />o Additional Geotechnical Investigation <br />o Ramsey Test Well and Boring Results <br />)> The conclusion is that there is watcr, bUl not the volume that is physically <br />needed; the collector well concept is not a viable option. <br /> <br />Mr. Peterson provided information on the following: <br />. Surface Water Intake <br />o Riverbank collector \vells yield too low for ullimate development <br />o Surface watcr intake requires multi-seasonal pilot plant study due to potential <br />fluctuations in water temperature and quality <br /> <br />Council member Elvig questioned if overall the design of the treatment center will be more <br />expensive due to these study results. <br /> <br />Mr. Dewolf replied there will not be a big budget impact. but there will be more time needed for <br />the pilot to run. <br /> <br />Couneilmember Elvig asked if there are any questions relating to Issues sllch as aeration or <br />filtration due to the closeness to the power plant in Elk River. <br /> <br />City Council Work Session / .January 30, 2007 <br />Page 12 of 16 <br />
