<br />Mr. Dewolf replied this would be one of the many issues along the river channel. There will be <br />some raw water storage and there may be a need to monitor the water supply for about one day. <br />If it is necessary the water would be shut ofT and ground waters would kick in; the residents <br />would receive the same water quality. <br /> <br />Public Works Director Olson indicated the last time this was discussed with the Council \vas <br />with the authorization of the pilot program, and there seemed to be some concern about direct <br />versus indirect. Staff wanted to provide the Council with an opportunity to hear the whole story <br />and express concerns, and to see whether they should be moving forward. Mr. Olson outlined <br />the Water Source & Treatment Design Report Schedule. <br /> <br />6) Ramsey Crossings Update <br /> <br />Interim City Administrator Nelson stated Jim Lasher and Attorney Bill Goodrich are present to <br />update the Council regarding thc status of the Ramsey Crossings developmcnt project. <br /> <br />Mr. Jim Lasher, LSA Design, stated a letter was received from Robert Muir Corporation (RCM) <br />notifying the City of their \vish to cancel their exclusive negotiation agreement. Tom Palmquist <br />has indicated RCM was unable to reach an agreement with Lowes, and will have to release the <br />exclusive negotiation agreement with Ramsey. Mr. Lasher outlined the following concerns of <br />ReM: <br /> <br />. <br /> <br />Concern regarding providing a $23 million Letter of Credit (LOC) in April without <br />having Lo\vcs signed. <br />Continued rumors that there are offers of $5 for big box land. <br />Slow down in housing sales has caused Lowes to slow down their acquisition in this trade <br />area. <br />Concern seemed to keep coming back to the request for RCM to consummate this <br />transaction before the two prime tenants \vere secured <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. Lasher stated Ryan Construction was the second interested party in this project. Their gap <br />was larger than ReM's. Ryan Construction had contacted him previously a number of times <br />letting him know they wanted to step up to perform if the agreement did not work with RCM. <br />lie continued to talk with them periodically to tell them things were moving ahead with ReM, <br />but that they would be contacted if there were complications. He contacted Ryan Construction <br />after RCM pulled out from the exclusive agreement and they expressed interest in starting the <br />project up and beginning negotiations. He provided Ryan Construction with the current <br />agreement approved by the City Council; they reviewed the agreement and contacted him <br />Monday with three or four questions. <br /> <br />Mr. Lasher stated he believes the biggest question is whether they would need to purchase all of <br />the property at one time. He informed Ryan that there are a few expectations Lo using eminent <br />domain, but if eminent domain action could be removed they could possibly delay some of the <br />purchase. The second question was with respect to when the development property comes on <br />line. This is likely in direct relation to Lowes wanting to build here. but not right now.
