-,-

Me. Levine provided an overview of the City of Ramsey Foundation Inc. Executive Summary
and Charter Business Plan. He stated the Ramsey Foundation is moving forward. and will begin
looking for new board members. The bylaws require that board members either work and/or live
in the City of Ramsey. There arc currently board members that do not live in the City of
Ramsey, and they will be leaving the board in the next month or t\\lO. The Ramsey Foundation is
looking to have a vcry strong liaison with the City Council and City Government. and would like
representation on the board from the City Council and City Government as they move forward.
They have checked into whether this would involve any contlict of interest. and it would not; it is
common that city council members and representatives [rom city government sit on the board of
directors for foundations.

Councilmember Jeffrey asked what process is being used to identify board members [or the
Foundation.

Mr. Levine replied hopefully board members will be people that will raise money for the
Foundation. They will be looking for people with influence in the City that hopefully would
want to support an organization that wants to support the City. The Interim City Administrator
has provided them with names to consider, and they arc open to suggestions. They arc looking
for people who would be leaders in thc community or become leaders in the community to help
support community causes.

Councilmember Strommen encouraged the Foundation to consider a job description to clarify
expectations for board members.

Councilmember Dehell stated the Charter Business Plan for the Ramsey Foundation is excellent.
He questioned what type of appearance it will give to the public if the Foundation is provided
with a mailbox at the City, if other similar requests arc not granted.

Mr. Levine replied it is important if there is going to be an organization that is truly set up to
support the City. that there is at least a presence, whether it be a mailbox or something that says
the City supports the Foundation. It is a mutual support situation; the board wants to be sme the
Foundation has a comfortable relationship \vith the City, and should be able to hold a monthly
meeting at the municipal center, just like other organizations in the City can do. The Board is
hoping that staff, Council and other citizens will work together to make the Foundation a good
thing. Through the Board's research of different foundations they have found that the
foundations all started out with a small idea, and now their foundations arc supporting some
really good things [or the City. lie believes Ramsey is ready for that and can move forward.

Councilmember Strommen thanked Mr. Levine for the Board's work on the Ramsey Foundation.
She pointed out the language in the Business Plan seems to imply a heavy emphasis on economic
development, and it seems that the emphasis may actually be broader including cultural things.
She encouraged the Board to review the language to ensure the fOCllS is broad enough.

Council member Elvig asked if the request of the Foundation tonight is support from the Council.

City Council Work Session I.January 30, 2007
Page 7 of 16
