<br />Police Chief Way clarified Councilmembers will be informed regarding critical incidents. He <br />suggested if councilmembers arc called by residents regarding incidents they have not been <br />informed about, that the residents be told to \\latch the news for information. <br /> <br />Interim City Administrator Nelson commented residents can contact the Police Department for <br />information as well. <br /> <br />Consensus of the Council was thar Council should be contacted by staff and informed oj <br />incidents that relate 10 danger or public saftty of the residents. <br /> <br />Mr. Stoltzman pointed out the media is an important tool that can be utilized. <br /> <br />Councilmember Elvig stated regarding \veather alarms. the City of Ramsey gets most of its <br />weather from the south in Hennepin County and from the west in Sherburne County, with <br />Ramsey being the first city hit in Anoka County. lIe \vould like to see Anoka County address <br />how to get the alarms turned on when severe weather hits their border. not when it is past their <br />border. <br /> <br />Mr. Stoltzman explained weather warnings are received from the National Weather Service at <br />Central Communications in Anoka County. There will be changes this year; they are looking at <br />how the sirens arc activated at the National Weather Service, as well as the metro area. Some of <br />the police officers, and many of the fire fighters and public works employees have been trained <br />as sky-warn spotters. There \vill be a connection with Sherburne County, and they will have an <br />early warning notification based on the sky-warn spotter notifications. <br /> <br />Mayor Gamec directed staff to update staff regarding weather service warnings. <br /> <br />3) Ramsey Foundation Update <br /> <br />Interim City Administrator Nelson indicated thc Ramsey Foundation has devcloped a work plan <br />that reflects the busincss plan for the Foundation. Mr. Gary Levine will review the executive <br />summary with the Council and discuss the ne\v direction of the Foundation. <br /> <br />Mr. Gary Levine, Board Member of the Ramsey Foundation, provided an update on the current <br />\vork and status of the Ramsey Foundation. He stated the inception of the Ramsey Foundation <br />was surrounding the Sister City agenda and hO\v to pay for this type of thing that is important for <br />the City without involving a lot of taxpayer dollars. He suggested a foundation, which is how <br />the Ramsey Foundation was started. The bigger question is ho........ to pay for things in the City of <br />Ramsey \vithout allocating taxpayer money they do not have. They looked into different <br />methods and found a foundation was the \vay to procecd. As they looked across the country and <br />the State of Minnesota they found many cities have foundations. Many of the foundations start <br />out with a project or inception of a project. They looked into a lot of different city foundations. <br />and found much of it had to do with things for the benefit of the city and citizens that may not be <br />taken care of otherwise. They found there are many things a foundation can do for a city.
