<br />~ <br /> <br />Council and staff should cement the roles they will each play in an emergency or disaster <br />situation. The evolution of this will be to actually have a full scale exercise. <br /> <br />Councilmcrnbcr Jeffrey stated his support of emergency planning and holding exercises. He <br />stated individuals in functional areas need to think about \vhat they will do: a lot is driven by <br />common sense, and people will not look for the plan when a situation occurs. <br /> <br />Mr. Stoltzman indicated an exercise is required every year countYMwidc. This can begin as a <br />small table top level and build up to a full scale exercise. In an emergency situation. the locals <br />are always in charge; the County will enhance \vhal the City has and give them additional <br />capability to accomplish the goal of completing the situation in a positive aspect. Mr. Stoltzman <br />indicated he has implemented a State Emergency Management Group to focus on emergency <br />management issues; emergency management is looking at the big picture. <br /> <br />Council member Elvig stated there arc situations that occur in the City that councilmembers <br />receive phone calls about and have not been informed of. If the council members do not call into <br />the City they may not hear about the situation until the next Council Update. He suggested <br />consideration of another approach, looking at ho\'.,: the information can be disseminated more <br />quickly. <br /> <br />Fire Chief Kapler indicated if there is a situation that \\!ill hit the nC\\l5, staff will contact the City <br />Administrator who will actively pursue getting the information out to the Council. <br /> <br />Interim City Administrator Nelson explained there have been two different levels discussed, <br />including the City Administrator contacting the Mayor or the City Administrator contacting all <br />of tile Councilmembers. <br /> <br />Police Chief Way indicated if Council is not contactC'd the situation is not what staff \vould <br />consider a major incident. There are a fair amount of accidents on Highway 47, and thar is not <br />something Council will be contacted about. However, the City Administrator will be informed <br />when there is a fatal accident or a house fire. The procedure will work better if staff can give the <br />information one time to the City Administrator, who \vould have individual contact with each <br />councilmember in case there are questions. If the incident is of a bigger scope, it is laid out in <br />the manual that Council would come in to City Hall to receive information and updates <br /> <br />Councilmember Olson suggested the City Administrator send out a broadcast email to Council if <br />there is an incident to be infomled of that Council members can check after receiving a phone <br />call. <br /> <br />Councilmembcr Look suggested utilizing text messaging capability, <br /> <br />Fire Chief Kapler clarified bigger issues will involve individual communication from the City <br />Administrator to each Council member. <br /> <br />City Council Work Session/.January 30, 2007 <br />Page 5 of 16 <br />
