<br />..c <br /> <br />Mr. Klain stated Hack Real Estate Associates would like to move as quickly as possible and <br />expedite the process. From the City's timetable there is six to seven months minimum to begin <br />building; they would like to make that four to five months. <br /> <br />2) Disaster Management Planning <br /> <br />Fire Chief Kapler provided an orientation on disaster management planning including the <br />following information: <br />. How Incidents arc Managed/How Resources arc Structured <br />o Incident Command System (IeS) - contains up to 5 primary elements <br />~ Command (single or unified) <br />). Finance <br />;;.. Logistics <br />>- Operations <br />> Planning <br />. Roles - Incident Commander: Police/Fire/Public Works; <br />. Roles - Police Dcpt <br />. Roles - Fire Ocpt <br />. Roles - Public Works/Engineering <br />. Roles - Building Department <br />. Roles - Finance <br />. Roles - Administration <br />. Roles - Mayor and Council <br />. Roles - Public Information Officer. <br /> <br />Mr. Terry Stoltzman, Anoka County Emergency Management Director, provided information <br />regarding the needs beyond the resources of Ramsey. lie indicated when an emergency affects <br />the City of Ramsey they will look to the County for resources. There arc fire mutual aid <br />agreements with other cities. Emergency Management 101 states that all emergencies are local; <br />the City of Ramsey will be in charge of \vhat happens in the City. Mr. Stoltzman stated his job is <br />to act as liaison to the state in a large scale emergency, and the state \vould act as liaison to the <br />federal government. He is aware of the resources available regionally in the state, and they <br />maintain a constant state of readiness looking at the different plans. With the explosion in <br />Ramsey a couple years ago the City was saturated \vith the need for more assistance. This could <br />include additional public works trucks or assistance with managing the media. The explosion <br />resulted in a call from the Department of Homeland Security; this is something his department <br />can assist with. Mr. Stoltzman stated his role is to work \.....ith the community, identify gaps with <br />resources, and work with different programs to provide leverage. He can also provide letters of <br />support the City may need. One thing to be noted is that early last fall he was contacted about <br />sky warnings with severe \veather, and a training program was conducted last week. <br /> <br />Fire Chief Kapler stated as part of the next steps, statT \vill answer any questions related to the <br />Emergency Management Manual.
