Mr. Sathe replied the individual can submit the references. and they might also ask who else
would have been in the position to know about the individual. This is not usually done until they
are down to finalists. Sathe Executive Search conducts direct recruits. There may be people
they know of that would be a good fit that will not apply, and they will be contacted. Reference
checks are not conducted until the decision is down to finalists so they do not jeopardize the
individuals' status with their existingjob.

Mr. Albrecht eXplained there arc hvo ways the reference checks are done. Initially to be sure
\vhat the individual said is true and accurate, and when the individual become a finalist a much
more thorough reference check is conducted. They do not necessarily talk to people the
individuals give as references; they will go to others.

5e. Mr. Sathe stated the National League of Cities keeps in touch with Sathe Executive Search.
Mr. Albrecht indicated Sathe Executive Search has an extensive database \vith thousands of
names.

Follow-up qlles/ion: Will the search be Midwest or beyond that?

Mr. Albrecht replied a national search can be done. but they have a bigger focus or greater
number of candidates in the Midwest area. Some cities \vill say they want a local candidate or
someone who understands Minnesota.

Mr. Sathe indicated there is a lot of talent around here that knows \vhat is going on. A lot of
areas recruit from this area.

Mayor Gamec stated the Council's feeling is that they arc really open. They need someone that
fits into the City and will know the City.

Mr. Sathe indicated they would start with a radius search unless directed otherwise. Individuals
from the area would know things like \\lho is in the legislature and Metropolitan Council. etc.

Sa. Mr. Albrecht indicated they would call people throughout the country. This is a good
opportunity and there will probably be 100 10 200 candidates. They may source morc
individuals that have not replied that would be good candidates. Many times the best
candidate is a recruited candidate.
6. Mr. Sathe indicated Sathe Executive Search specializes in searches. They have 60 managers
working out there. Sathe Executive Search has t\VO partners, which includes the founder of
the firm and a senior partner. They will not be overv.'orked with another search that would
compete for candidates. There is a good market right now, with a lot of opportunities for
searches, but Sathe Executive Search does not take them all. Most firms arc at a 56 to 70%
placement retention rate. while their rate is at 95%.
Mr. Albrecht stated Sathe Executive Search does a lot of work on the front end with the
survey where they individually interview each council member. They will also interview
commission and board members if the Council would like. Council will have the greatest say
in who is hired, but they take information from everyone to get the ideal candidate. This
helps them to be successful to help recruit and hire the best city manager for the City of
Ramsey.

Cif)' Council \Vork Session / FebrlUlry 6, 2007
P~l~C 4 of 14
