He explained that Council adopted term limits for members of
City Commissions and indicated the limitation is two four-year terms, plus any partial unexpired
term that a Commissioner is appointed to complete.

Case #2: Approve Peltzer Park Study

Mr. Boos explained that the Commission needed to approve the Peltzer Park and redevelopment
survey. He then reviewed the proposed Peltzer Park redevelopment schedule and stated staff's
goal was to mail the Peltzer Park survey by February 17th to 120 residents with a return date of
February 27th. He estimated that approximately 60 surveys would be returned and said results
would be discussed during the March 12th Commission meeting.

The Commission gave staff direction for the cover letter and survey. Chairperson Cook thanked
Mr. Boos for his efforts in constructing the survey.

Case #3: 1998 Activity Report

Mr. Boos reviewed the 1998 Park Activity Report. He stated construction at Alpine Park would
continue in the spring with the following: Topsoil replacement and leveling; Ag Lime infields;
Paving drives, parking and path; Irrigation; Backstops and fence; Seeding; Sodding infields; and,
Striping parking lots. He indicated staff is currently determining the status of the actual
expenditures to date versus the budget. An important item not detailed is the installation of trees
in the park (this should occur before seeding the non-playfield areas). He advised it is
undetermined how close they can get to the Phase I park plan until better budget numbers are
available.

Mr. Boos stated 5,883 feet of trail was constructed around the wetland in the 27-acre
Cottonwood Park in 1997. He indicated staff is in the process of designing a bridge or boardwalk
for the 89 foot 11 inch wetland crossing. He stated approximately $4,000 is available for the
connection from the original $40,000 construction budget. He suggested the possibility that

Park and Recreation Commission/February 12, 1998
Page 2 of 5
