volunteers may be used to construct the bridge. He indicated trees and native shrubs may be
available as part of a DNR grant awarded to the Twin Cities Tree Trust and Ramsey.

Mr. Boos explained that a four-battery tennis court will be constructed south of the hockey rinks
across from the large parking lot in the southwest comer of Central Park. He said after the bids
are received for the court and fencing, the remaining amount of the $63,000 budget will be
applied to a connecting path, turf, and landscape plans adjacent to the court and possibly pull-off
parking, similar to the hockey rink parking lot. He indicated several large trees may be moved
behind the outfield fence in line with the third base of Softball Field #3 to intercept balls that could
be hit over the fence toward the playground.

Mr. Boos stated the Commission and Staff will be identifying locations for park advisory signs in
the spring of 1998 and indicated $1,000 was allowed in the budget which will fund approximately
15 signs. Commissioner Droegemueller inquired if the signage could be a possible Eagle Scout
project. Mr. Boos stated the signs would need to be visible, durable and not too unique.
Chairperson Cook suggested small brown signs with white lettering be used and attached to
current sign posts.

Case #4: Ramsey Resident Article

Mr. Boos reviewed that it had been the consensus at the last Park and Recreation Commission
meeting that the Commission should include an article on parks in each of the ten issues of the
Ramsey Resident with the topics chosen at the meetings and staff and a designated Commissioner
finalizing the text. Mr. Boos recommended that 1998 park development be the topic for the
March/April issue and, if space permits, the outdoor meeting schedule.

Commission suggestions for the Ramsey Resident articles included: The Environmental EXPO;
watering park trees; park maintenance and cleanup; and, vandalism.

Chairperson Cook suggested positive reinforcement be used when a Commissioner or staff, person
is witness to a resident picking up litter at a park, etc., by giving the resident a coupon to a local
business (i.e., Dairy Queen or girl certificates). Positive reinforcement may encourage other
residents to follow suit. He said he would be willing to check with local businesses for possible
donations. Commissioner Droegemueller suggested community service hours be given to high
school students who participate in park maintenance. Mr. Boos stated this item could be further
explored during the March meeting.

Case/15: Determine Outdoor Meeting Schedule

Mr. Boos reviewed the proposed outdoor meeting schedule. Commission consensus was to
schedule the following meetings:

May14,1998
June 11, 1998
July 9,1998
August13,1998

Emerald Pond
Central Park
Riverdale Park
Alpine Park

Park and Recreation Commission/February 12, 1998
Page 3 of 5
