Commissioner Droegemueller stated that based on the survey results, bright colors are being <br />requested. <br /> <br />Chairperson Cook noted that the color of the panels do not result more or less vandalism issues. <br /> <br />Motion by Commissioner Droegemueller, and seconded by Commissioner Asfahl, to approve the <br />Peltzer Park Playground budget of $26,000, including installation, and direct staff to prepare a <br />request for proposal to include the following improvements: wooden playground equipment with <br />complimentary colors to the wood structure including 2-3 slides, swings, bridges, climbers, swings <br />and tunnels; benches; native grasses; trails/paths; and signage, and an option to include a track rider. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Droegemueller, Asfahl, and LaMere. <br />Voting No: None. Absent: Commissioners Johns, Ostrum, and Rolfe. <br /> <br />Dean Kapler, Fire Chief/Director of Public Works, inquired if there is a safety issue with regard to <br />the pond. Mr. Boos stated the path area pond will not be very deep (knee deep) and could be <br />eliminated. However, Peltzer Pond has been dredged and is very deep. <br /> <br />Commissioner Droegemueller commented on the difficulty in forecasting all issues but noted that all <br />residents of Minnesota are aware this is a "water state." <br /> <br />Mr. Kapler stated he is not suggesting it be eliminated but just raising the question to assure all are <br />comfortable with it. Chairperson Cook noted that Emerald Pond contains man made water on three <br />sides including a bridge and picnic area and it has not been an issue. <br /> <br />Commissioner Asfahl pointed out that an attractive railing could be included alongside the trail in the <br />area of the pond, if desired. <br /> <br />Case #2: Discuss Programs for Encouraging Volunteer Participation in Parks <br /> <br />Mr. Boos reviewed that discussion was held at the February meeting regarding different ways to <br />engage residents to be involved in park maintenance and vandalism reduction. Discussion also <br />occurred regarding the option of providing "rewards" when someone is seen doing something good. <br /> <br />Chairperson Cook explained that in Hennepin County Parks it was a Ranger Safety Officer initiative. <br />With that program, the Officers periodically decide what the problem issue is and then targets the area <br />of concern and recognizes those that are having a positive influence by issuing citations and giving <br />"rewards." Chairperson Cook reviewed the types of"rewards" they have given such as free passes <br />and gift certificates. He noted this program is not highly structured but provides a favorable <br />impression of the parks and service being provided. Chairperson Cook stated he also supports the <br />medallion program with clues being given through the City newsletter and having the program <br />completed in conjunction with the tree sale and Expo to encourage public participation. <br /> <br />Mr. Boos noted that Commission Ostrum has indicated he may be able to get gift certificates. <br /> <br />Park and Recreation Commission/March 12, 1998 <br /> Page 4 of 9 <br /> <br /> <br />
