Motion carried. Voting Yes: Chair Cook, Commissioners Ostmm, Asfahl,
Droegemueller, LaMere, and Rolfe. Voting No: None. Absent: Commissioner Johns.

COMMISSION BUSINESS

Case #1: Future Community Park Needs

Mr. Boos explained the Park and Recreation Commission's Park and Trail Plan has shown
five community parks ultimately serving Ramsey. In existence are Central Park, Rivers
Bend Park, and Alpine Park. Proposed are Lake Itasca Park and the location referred to
as Community Park No. 5. This acreage and distribution assumed receipt of the 35 acres
east of, and connecting to Central Park. The 35 acres previously available was sold,
however, the new owner is aware of Ramsey's desire for the parcel and is offering the land
for sale.

Mayor Gamec stated Council is considering purchasing the land. The City's intention was
to expand Central Park, however, the cost of the property may be an issue. He indicated
Mr. Bauer, the current owner, appears cooperative regarding payments for the land over a
three year period. The estimated cost may exceed $100,000. He stated another parcel of
land north of 160th Lane, west of T.H. 47 is also under consideration for park land.
Presently there is no active park on that side of the City. He requested Commission input
and indicated direction from the Planning Commission would also be sought.

Mayor Gamec stated Council will review finances and has looked at changing the
Recreation District allocation. Council continues to receive requests for active baseball
and soccer fields. Council is in the process of taking a part of the Central Park's open
land a for a Fire Department on the southwest comer with construction beginning in fall of
1998. He indicated response time from this location was preferred to the original Gun
Club site. There is a possibility for a satellite police station and an ambulance station also
at Central Park. Council is in the process of seeking land in the northeast comer of the
City for a Fire Barn.

Mayor Gamec indicated a Community Center Committee would be formed to begin
discussing Community Center possibilities.

Mr. Kapler apologized for his late arrival and then left to attend to Fire Department needs.

Commissioner Ostrum inquired how much space would be needed for the fire barn. Mr.
Boos stated the remaining undeveloped comer would be required with no net loss to the
existing recreational space.

Commissioner LaMere asked what would happen to the funds for the tennis courts at
Central Park. Mr. Boos indicated the $63,000 Landfill Trust Fund could be reserved for
tennis courts and could be included in the motion.

Park and Recreation Commission/April 9, 1998
Page 2 of 4
