Mr. Boos stated the Metropolitan Council forecast for the year 2010 predicts Ramsey's
population will double in size. It is important to reserve land even though funding to
develop is not available. He stated follow-up discussions regarding the 35 acres at Central
Park and other community park space was needed. Some Commissioners indicated both
parcels were desired.

Commissioner Ostmm inquired is a First Right of Refusal would be possible for the 35
acres at Central Park. Mayor Gamec stated that may be a possibility.

Chair Cook asked if it would be possible to get fair market price for the T.H. 47 property
and asked if condemnation would be considered. Mayor Gamec stated financing is being
considered rather than condemnation.

Commissioner LaMere stated that if a choice needed to be made, the T.H. 47 property
may be a more important site.

Motion by Commissioner Rolfe, and seconded by Commissioner Johns, to recommend
City Council proceed with negotiations of both parcels for future park land.

Motion carded. Voting Yes: Chair Cook, Commissioners RoWe, Johns, Asfahl,
Droegemueller, LaMere, and Ostrum. Voting No: None. Absent: None.

Case #2: Recommend Playground Purchase

Mr. Boos stated three proposals were received for Peltzer Park play equipment at a cost
of $22,000 for the equipment and $4,000 for installation. He indicated Council is
scheduled to review the recommendation on April 14th and approve the Peltzer Park
budget of $35,000.

The Park and Recreation Commission reviewed the proposals.

Motion by Commissioner Rolfe, and seconded by Commissioner Ostrum, to recommend
that City Council authorize the $35,000 budget for Peltzer Park as presented, with
Flanagan Sales of Roseville providing the play equipment and installation.

Mr. Boos indicated residents living near the Peltzer Park location requested bright colors
be used for the park equipment. Commissioner Ostrum volunteered to assist staff in color
designations.

Motion carded. Voting Yes: Chair Cook, Commissioners Rolfe, Ostrum, Asfahl,
Droegemueller, Johns, and LaMere. Voting No: None. Absent: None.

Park and Recreation Commission/April 9, 1998
Page 3 of 4
