He
indicated staff' contacted one of the landowners and would be meeting May 15th. He also stated
the two landowners south of City Hall need to be contacted regarding a possible expansion for a
park or Community Center. The acreage, including what City Hall currently has, would total
about 40-acres.

Case #2: Update on Comprehensive Plan & MNRRA Process

Mr. Boos explained the expectations of the Park Commission regarding the Comprehensive Plan.
He said the Park and Open Space issues associated with the Comprehensive Plan are scheduled to
be before the Park and Recreation Commission at the regular June meeting. He inquired if there
were specific issues the Commission would like to see addressed in the Plan. One item to be
included is a recommendation on the amount of park, trail and open space needed for the future.
The recommendation is expected to be specific and include categories such as acreage for a
Community Park, the number of neighborhood parks per capita, etc.

Mr. Boos explained Park Commission participation regarding MNRRA. He indicated the
MNRRA plan would be integrated within the Comprehensive Plan. The schedule for both plans
to be available in draft form is early July. Due to concern of residents for future trail development
along the Mississippi, he indicated a special Park and Recreation Commission meeting may need
to be held in June. Commission consensus was to meet June 25, 1998, if necessary.

Mr. Boos said residents living in the Bowers Drive area have indicated concern regarding the trail
location near their homes. He suggested rather than simple opposition of the trail, energy should
be used to build a support base for adequate corridor width, and work on plantings now. He
indicated homes along the Lake Itasca Trail are being purchased and that these home buyers have
the ability to build anywhere in Ramsey.

Park and Recreation Commission/May 14, 1998
Page 2 of 4
