<br />February 27, 2007 <br />Ramsey P1anning Commission and Ramsey City Counsel <br /> <br />This letter is in regards to possible rezoning of a landlocked parcel ofland owned by <br />George and Denise Swanson of Ramsey, Minnesota. If this parcel was developed my <br />land and adjoining 30 acres would be negatively impacted and severely devalned. I have <br />no problem with people developing their land and growth in onr commnnity, but the City <br />of Ramsey should verify it is for the good of the city, developer, and neighbors. The <br />Swanson's property has many concerns to be addressed. <br /> <br />The first is the City's essential ordinance of restricting building without street frontage. <br />An easement to this property must conform to all normal. building 60'wide easement <br />codes, and all buildings have the appropriate "set back" from this easement. Currently, if <br />the easement was to follow the westerly lot line from County 64, these property owners <br />would have one building on the right of way. The adjoining neighbors to the west of the <br />Swanson property also have a permanent structure that would be too close to the road <br />right away for the "set back" ordinance pertaining to the easement. These buildings <br />would also interfere with the easement to city code. Another variance to the city code <br />would have to be made. <br /> <br />The location of this property is in the center offonr land locked parcels. Eventually <br />development will come to this area, and as property becomes. scarce higher densities will <br />be desired. This property should be plotted out in two and half acre density lots, with <br />surrounding neighbors. This would ensure access to the other properties for future <br />development_ There are twenty-five acres of land in three separate land locked parcels <br />that lie directly to the west of this property. George and Denise Swanson own seven and <br />a half acres directly to.the east of this property. If this easement was extended south <br />through the Swanson's property, future lots could easily be developed off of it. Rather <br />than go through this planning months or years down the road, which is inevitable, it <br />would be better to handle the situation at the onset. A "ghost plotting" should be laid out <br />so that all land-locked parcels will not be hampered by one parcel desttoying dozens of <br />building sites. <br /> <br />Currently, Anoka County IDghway Dept is mandating limited street accesses to county <br />roads. My biggest fear is that the easement or "street" for this parcel of land would <br />prohibit me from building a street 200 feet east. More importantly it would also not <br />allow me to develop my 120 acres. Approximately 500 feet east of this property is an <br />already existing road, Rabbit Street. The county and township both recognize this road. <br />It is doubtful whether the county would allow another two streets on the south side of Cty <br />64 within 500 feet. Thus, this one simple plot could potentially hinder development of <br />160 acres of highly desirable building sites. <br /> <br />An easement on the west side of the Swanson property is a very dangerous location for a <br />street. This entrance would be 200 feet west of the hill's crest on Cty 64, which is the <br />highest spot in the City of Ramsey. Ramsey police have stopped vehicles with radar <br /> <br />10 <br />
