Ave. within the City of Ramsey, and I offer the following comments: <br /> <br />With increasing volumes and congestion, the importance for limited and safe access to the County <br />Highway System cannot be overstated. Limiting access is critical in minimizing highway congestion, <br />and is the single most important factor in reducing accidents on highways. To limit conflict points on <br />the county system, the horseshoe driveway shall be removed; and access for both driveways shall be <br />located within 30ft. of the west property line of 8780 181 st Ave. <br /> <br />It appears that there are sight distance deficiencies for the Intersection Sight Distance Requirements at <br />the existing access, with the obstructions being primarily trees. Clearing and/or grading is required to' <br />satisfy the Sight Comer requirements to the fullest extent possible. Please note no signs or plantings <br />will be permitted within the county right of way, care must be exercised when locating <br />signsJbuildings/structures/plantings/bermsJetc. outside of the county right of way, so as not to create <br />additional sight distance obstructions. <br /> <br />The horseshoe driveway and any other existing field entrances or access points along CR 64 within the <br />boundaries of this parcel are to be removed and the ditch sections restored to match the existing ditch <br />depth, slope, and grade as a part of this development. A culvert with 6: 1 safety grates and aprons is <br />required. Anoka County Highway Department will determine the size of the culvert when the <br />driveway permit is issued. The area between the two driveways is to be graded to the same elevation <br />as the driveways and seeded to provide a green area separating ,and defining the driveways (for your <br />information and use, a schematic example of adjacent driveways and the culvert installation is <br />attached). Right of access along CR 64, with the exception for the access along the west property line, <br />shall be dedicated to Anoka County. <br /> <br />A Rural Residential Driveway Permit is required=$150.00 and a Permit for Work Within County <br />RJW= $110.00 is' required and must be obtained prior to the commencement of any construction. <br />License Permit Bonding, methods of construction, design details, work zone traffic control, restoration <br />requirements and follow-up inspections are typical elements of the permitting process.
