Voting Yes: Mayor Gamec, Conncilmembers Jeffrey, Look, Dehen, Elvig, Olson, and Strommen. Voting No: None. Further discussion: Mayor Gamec requested staff to ensure that the new Councihnembers have been provided with a copy of the City's emergency management plan. Fire Chief Kapler indicated he will be certain the new Councilmembers are provided with the plan. There will be a disaster management phmnine: presentation at the next work.session. Case #10: Receive Petition from Pondvale Residents Civil Engineer II Linton stated the City received a petition from Pondvale residentS for a feasibility study for a water and sewer project on a portion of 150th Lane and Helium Street on January 16, 2007. The City has received several petitions in the past for extension of sewer and water in this area; the last petition was brought to the Jannary 24, 2006 City Conncil meeting. Council directed staff at that time to contact each of the residents with the message that the residents would be responsible for the cost of the feasibility study update if the project is not constructed. The 2006 petition was determined to be invalid and was rejected. Staff requested an estimate for updating the feasibility and received a reply that Hakanson Anderson who performed the original estimate can update the study for a maximum not to exceed amount of $1,500. Staffhas also received a letter from Dan Murphy indicating he will pay for the updated feasibility study if the project is not constructed. This was one of the conditions applied by the 'City Council when the 2006 petition was received. ::Mr. Lmton advised staff recommends acceptance of the petition for a water and sewer project in Pondvale on a portion of 150th Lane and Helium Street and ordering the update of the feasibility stndy. Councilmember Elvig noted there have been complaints about the small leg of Helium Street going into 150th Lane. There is a lot of parking from after hour activities at the school, and there is a lot of traffic in and out on l50th Lane. .He suggested looking at what type of work could be undergone on this road with this feasibility study. ::Mr. Linton indJcated this would be covered in the feasibility study. Part of the approval of the Meadow subdivision was to include a sidewalk on both sides of the street; tying a sidewalk extension down Helium Street into this project would make sense. Public Works Director Olson indicated the Meadows subdivision includes a wider street section. This project could include continuing that wider street section, not necessarily at the residents' cost. Potentially, accommodating additional parking for the school adjacent to this conld be a "rationale for the City contributirig a portion of the money. City Council I January 23, 2007 Page 23 of 28 pa5
