<br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to accept the petition for <br />a water and sewer project in Pondvale on a portion of 150th Lane and Helium Street, and to . <br />approve updating the Feasibility Report for Street, Storm Sewer, Water and Sanitary Sewer for <br />Pondvale Estates, City lmprovement Project #02-22, by Hakanson Anderson on an hourly cost <br />basis with a maximum not to exceed amount of $1,500. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Couucilmembers Elvig, Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #11: <br /> <br />Approve Contract Amendment for Design of Armstrong Boulevard <br />Improvements - Improvement Project #06-20 <br /> <br />Public Works. Director Olson reviewed that the Ramsey Town Center project requires <br />improvement of the adjoining county highways. The City entered into a Joint Powers <br />Agreement (JP A) with the couuty for these improvements, with the City being responsible for <br />coordinating the design and construction of the work. The City requested a proposal for design <br />services for the Armstrong Boulevard, Ramsey Boulevard and Sunfish Lake Boulevard <br />improvements included in the Ramsey Town Center ADAR and Master Development <br />Agreement from TKDA. The proposal was accepted at the June 8, 2004 Couucil meeting. The <br />case included a note that the costs were for design services only and contract amendments would <br />be required as each project got closer to bidding and construction. <br /> <br />Mr. Olson stated the City Couucil approved the reqnest for Amendment No. I for bidding and <br />construction services on the Armstrong Boulevard Improvements on October 24, 2006. The <br />project scope has been modified since Amendment No.1 was approved. 1bis project has been a <br />partnership with MnDOT since the beginning. The initial plan was for the matchline between <br />the projects to fall on the north edge of pavement of westbound TH 10. Development of the <br />design revealed MnDOT internal constraints would uot permit completion and approval of the <br />plans in the time allotted unless the MnDOT work was constrained between the north edge of <br />pavement westbound and the south edge of pavement eastbound. TKDA has adjusted their <br />scope accordingly to include the work between the south matchline and Riverdale Drive. 1bis <br />work entails extension of sanitary sewer from TH 10 to the intersectio,n of Armstrong Boulevard <br />and Riverdale Drive along with shifting the pavemen~ alignment. The amendment also inclUdes <br />initiation of the application for a railroad Quiet Zone. The requested increase in fees reflects the <br />work required to change the scope of the project. The requested increase in fees is $17,920 <br />bringing the amouut of the contract to a not to exceed total of $414,867.' <br /> <br />Public Works Director Olson advised this project is part of the Ramsey Towil Center Regional <br />Roadway Improvements and was included in the 2005-2009 ClP. The ClP identified the funding <br />source as GO Bonding. The Master Development Agreement for Ramsey Town Center <br />identified properties that would be assessed to pay a portian of the Regioual Roadway <br />Improvement Costs. The City has agreements with Anoka Couuty and the State of Minnesota <br />and both agencies are paying a portion of the costs for these improvements. The remainder is <br />covered by the City.
