The site selected is near the intersection of
Civic Center Street and Rhinestone Street in Ramsey Town Center. ~. Johnson. is asking for
commitment from the City of Ramsey for construction of Rhinestone and Civic Center streets by
the end of the 2007 construction season. Included in the Council's packet is a letter from Mr.
Johnson and a draft letter from Brian Olson responding to Mr. Johnson's questions relating to the
streets, etc. Ms. Nelson indicated with Council's approval, staff will write a letter of support for
the Medical Examiner Office Project to be built in the Ramsey Town Center and forward it to
Anoka County along with Mr. Olson's response letter regarding the construction of the streets.

Public Works Director Olson stated the draft letter to Mr. Johnson explains that officially these
segments of Civic Center Drive and Rhinestone Street were not scheduled until 2008, but that if
there is a project that would require the construction of these roads the City would entertain a
request to move them up to 2007. Earlier tonight the Council 'approved a TIP agreement for TIF
District No. 11, which would also have need for this section of roadway.

Ms. Nelson stated staff is very happy to work with the County on this project and glad to see it .
moving forward in Ramsey.

Councilmember Elvig asked if a portion of these improvement costs will be paid by assessments
to Ramsey Town Center properties.

Mr. Olson replied the master development obligation allowed the City the ability to pay for the
Phase 2 roadways. There was an 80/20 split, which allowed the City to utilize GO bonds.
Bonding is not needed for this project; it can be funded with a combination of enterprise funds,
as well as the public improvement revolvmg fund. Mr. Olson stated these are two of the
roadways originally designated as the City's obligation in the Ramsey Town Center Master
Development Agreement. TIP funding will be utilized for the Crest View section. The County
has been informed of the roadways that are the responsibility of the secondary developer.

City Council / January 23, 2007

1'87
