<br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to direct staf'fto write a <br />letter of support and commitment for the- Medical Examiner's Office Project to be built in . <br />Ramsey Town Center and forward to the County along with the letter from Brian Olson <br />regarding the construction of Rhinestone and Civic Center Streets. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, COUllcilmemhers Elvig, Jeffrey, Dehe~ Look, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #12: Report from Personnel Committee <br /> <br />1) Consider Approving a Post-Employment Health Care Savings Plan for the <br />LELS Sergeants Bargaining Unit <br /> <br />Interim City Administrator Nelson explained in 2006, at the reqnest of the Sergeants nnion, staff <br />began researching post-employment health care savings plans. The purpose of post-employment <br />health care savings plans is to use pre-tax dollars to help defray some of the costs associated with <br />health insurance for retirees. The proposed post-employment health care savings plan allows <br />employees who are members of the Sergeants union to contribute eligible sick and vacation leave <br />_ to an interest bearing trust account. The monies go into the account at the termination of <br />employment and are available to the retiree and covered dependents as reimbursement for <br />eligible medical expenses.. Without this pro~ retirees would pe required to take any sick or <br />vacation severance they are entitled to as taxable income. Ms. Nelson indicated expenses <br />associated with implementation of this plan consist of a $250 plan amendment fee which will be <br />paid from Ar1min;~trative Services' Professional Services Fund. This is a one time fee that . <br />establishes the plan; if another unit were to be added to the plan there would not be another fee <br />involved.. Ms. Nelson advised staff and the Personnel Committee recommend approval of the <br />Memorandum of Understanding describing the post-employment health care savings plan <br />designed for the City of Ramsey Sergeants Union. <br /> <br />2) Consider Authorization to Hire a Community Service Officer <br /> <br />Interim City Administrator Nelson reviewed that as part of the 2007 budget, the City Council <br />authorized the creation of one new patrol officer position. That position was filled internally by <br />Community Service Officer Melissa Wistrom. The City Council granted staff authorization to <br />fill the community service officer position and an internal recruitment process was conducted. <br />Six candidates were interviewed and the Police Chief recommends that Drew Moldenhauer .be <br />bired for the community service officer position. 1..fr. Moldenhauer has completed the <br />background check and pre-employment physical and drug screen. Ail results are satisfactory. <br />Ms. Nelson advised staff and the Personnel Committee recommend that Drew Modenhauer be <br />hired as a commnnity service officer at an hourly wage of $15.30 (2006 pay scale).
