<br />Hack Center: Preliminmy Site Plan Review <br />March 30, 2007 <br />Page 3 of5 <br /> <br />The MU-PUD District limits building height to 45 feet, The proposed buildings are 25 feet tall to <br />the main roofline, and at most 45 feet tall to the peak of the towers. Staff is recommending that <br />"the tower elements be included on the east side of the main building, adjacent to the townhomes <br />on 138th Avenue and Jasper Street, at least at the corners of the buildings. <br /> <br />Staff is also recommending that the mechanical equipment on all the buildings be screened, <br />particularly from the townhome residents to the east. <br /> <br />Lighting: All exterior lighting on the site must be arranged in such a way to avoid illumination <br />of the public street. The submitted lighting plan comorms to City Code if the bulbs in the exterior <br />light posts are not visible from surrounding properties. It appears that all illumination will remain <br />on site or within non-paved right-of-way. <br /> <br />W aste Storage~ City Code requires that all solid waste and. re.fuse receptacles be stored 'Within a <br />completely sc~eened structure or container. As noted below, waste storage and disposal for the <br />main building will be completely internal. Waste storage for the restaurant building will be on <br />the east side of the building, and for Building C will be across the parking area next to the <br />stormwater pond. <br /> <br />Utilities: This facility will be served by municipal sewer and water service which is currently <br />available to the site. It is recommended that the watermain be looped by extending the proposed <br />system approximately 400 feet through the northern parking lot area. Tbis will provide better fue <br />protection and increased service reliability since water can be provided from two directions in the <br />event of a water service interruption. This can be particularly significant for businesses which <br />rely on water to service their customers. One fire hydrant also needs to be added on the parking <br />lot island closest to the 139tb Avenue entrance on Riverdale. <br /> <br />Off-Street Parking _ Spaces Required: City Code requires I parking space for each 250 square <br />feet of retail uses over 20,000 square feet, and 1 parking space for every 3 restaurant seats. <br />Buildings A and B total 110,057 square feet resulting in a need for 440 parking spaces, Building <br />C (proposed restaurant use) will have 160 seats resulting in a need for 53 parking spaces. <br />Overall, City Code requires 493 parking spaces for the proposed site plan. The site plan shows <br />403 parking spaces. Please provide additional information on the leasable square footage of the <br />buildings, so a more complete parking calculation can be done. <br /> <br />Because the project is within the MU-PUD district, a deviation from the overall parking <br />requirements is permissible. Staff is of the opinion that some sb.aring of parking spaces between <br />the different uses is appropriate, given the multiple buildings on the site and overall site layout. <br /> <br />orf Street Parking _ Design: In accordance with City Code, all parking and maneuvering areas <br />must be surfaced with bitwninous and the perimeter of all pavement 'Will be finished vvith B6/12 <br />concrete curbing. <br /> <br />39 <br />
