<br />Hack Center: Preliminary Site Plan Review <br />March 30, 2007 <br />Page 40f5 <br /> <br />Loading Docks: The site plan shows 2 loading docks for the main building: one on ihe southern <br />end, which will serve the primary tenant in this building, and another dock in the middle of the <br />building off of 138'" Avenne NW, which will service the retail spaces that front on Highway 10, <br />Both loading docks are fully enclosed, and all loading and unloading will occur interior to the <br />building. <br /> <br />It appears that the loading dock located at Jaspar Street and 138'" Avenue will require backing <br />into Jaspar Street or 138 Ave either for ingress or egress. This location 'Will also attract truck <br />traffic on 138th Avenue. through the residential development. Staff would recommend that this <br />loading dock be relocated, perhaps adjacent to the depressed dock on the southeast comer of the <br />building. If this is not possible staff would like to explore options for minimizing the' impact of <br />the middle loading dock on the adjacent townhomes. Such options might include limiting the <br />hours for which this dock is available for loading or unloading <br /> <br />Drainage and Grading: Surface water runoff from impervious areas are proposed to be <br />controlled through the use of concrete curb and gutter, catch basins, and storm sewer pipes to <br />convey storm water to water quality basins constructed on site. These' basins will provide rate <br />control and water quality treatment. One basin is located on the southwest comer of the site and <br />the other is a split basin located along the northeast and northwest corners of the site connected <br />vvith. a 48 inch corrugated metal pipe. Both basins discharge into an existing storm water manhole <br />located au the Village Bank property, This storm manhole also handles the discharge from the <br />Village Sank property into the public storm sewer located in Riverdale Drive. Staff has reviewed <br />the preliminary grading and erosion control plan and offers the following comments: <br />. Grades on bituminous flatter than 1 % are difficult to achieve. Staff suggests the addition <br />of catch basins into the concrete curb particularly surrounding building A in lieu of the <br />rej ect curbing proposed. <br />. The discharge into the manhole on the Village Bank property will require permission <br />from that property since the connecting pipes and construction will fall outside public <br />drainage and utility easements <br />. The stormwater calculations must be submitted to the Lower Rum River Water <br />Management Organization (LRRWlv10) for review and approval. A permit must be <br />obtained from the LRRWMO, <br /> <br />Access: Two accesses are proposed onto Riverdale Drive. The easterly access lines up with 139tb <br />Avenue south of Riverdale Drive. The westernmost access is located vvithin. 120 feet from the <br />Village Bank access which is less than desirable. It is suggested that a common access with <br />Village bank be investigated. If this is not feasible the westernmost access should be moved as <br />far east as possible and should be narrowed to 31 feet in vvidth to encourage traffic to prefer the <br />eastern access point. <br /> <br />Sewer and Water Trunk Charges: Trunk charges will be assessed as part of the plat for the <br />Hack Center, <br /> <br />40 <br />
