<br />CASE # (p <br /> <br />REQUEST FOR PRELIMINARY SITE PLAN REVIEW OF <br />CREST VIEW AT RAMSEY TOWN CENTER; <br />CASE OF CREST VIEW SENIOR COMMUNITIES <br />By: Amy Geisler, AIer, Associate Planner <br /> <br />Background: <br /> <br />Crest View Senior Communities has submitted a site plan and minor plat application to construct a <br />multi-story senior housing and assisted living complex on a portion of Outlot AA of Ramsey To'Wll <br />Center Addition. The subject property is located south of Sunwood Drive. east of the Municipal <br />Center. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site plan <br />c) Grading plan <br />,d) Utility plan <br />e) Landscaping plan <br />f) Building elevations <br />g) City Staff review letter datedM&ch 30, 2007 <br /> <br />Notification: <br /> <br />Site Plans do not require a public hearing, however notification of the proposal was sent to property <br />owners within 700 feet of the subject proper\)', <br /> <br />Observations: <br /> <br />The proposed building includes three distinct sections: independent senior living (103 units) fronting <br />Sunwood Drive, a Commons area that will include congregate dining- and other services, and an. <br />Assisted LivingJM:emory Care wing (49 units) which will- wrap back around towards Rhinestone <br />Street and "Civic Center Drive. In total, the facility will have 152 units. <br /> <br />The site is located within the Town Center TC-l Subdistrict, which is the mixed-use core. Mixed-use, <br />multi-story residential buildings are a permitted use in this district. The TC-l District requires a Floor <br />Area Ratio (FAR) of 0.75 in this district; the Crest View project will have a FAR of approximately <br />1.4. The TC-1 District requires buildings to be 2-5 stories in height, which the proposal satisfies. A <br />small portion of the complex will be l-story (part the Commons area), but it is Dlostly internal to the <br />site. <br /> <br />The ToVv'll Center Zoning District establishes setback standards based on the principle of "build to" <br />lines rather than traditional setbacks. The only setback requirement in the TC-l District is in the front <br />yard, where buildings must be within 0-5 feet of the property line. At least 60% of the front fayade <br />must meet this setback. On the submitted site plan, the entire Sunwood Drive building frontage will <br /> <br />49 <br />
