The TC-l District requires a minimum density of 15 units per acre; <br />the submittal shows an overall density of 36 units per acre. <br /> <br />The complex will derive access from Rhinestone Street and Civic Center Drive. Underground parking <br />(84 spaces) is provide for lbe independent nnits, A surface parking lot (35 spaces) is available for <br />visitor parking off of Rhinestone Street, and a second lot (26 spaces) is available for staff parking off <br />of Civic Center Drive. Staff would also note that there are approximately 40 on~street parking spaces <br />surrounding the facility. . <br /> <br />The minimum parking requirements in City Code do not callout a specific standard for senior <br />honsing. Staff has confirmed wilb the applicant that very few (if any) of the assisted living/memory <br />care residents will O"WD. cars. This leaves the 103 independent units. The applicant reports that an <br />indnslry parking standard for this type of nnit is between 2/3 and I space per nnit, The 84 garage <br />spaces represent about 80% of the independent units. Staff is continuing to research parking needs for <br />these types of units. <br /> <br />The Town Center has specific architectural and site development standards, per the Town Center <br />Development Guidelines. Overall, the submitted plans meet or exceed these requirements. Staff has <br />requested a few revisions, per the City Staff Review Letter. One thing Staff would like to point out is <br />the use of vinyl siding on portions of the building, notably the Commons area. The Town Center <br />Development Guidelines prohibit the use of vinyl siding, except as a complementary material. <br /> <br />The landscaping plan is generally acceptable in accordance with comments outlined in the City Staff <br />review letter. The grading, drainage, and utility plans require some minor modifications in accordance <br />with the City Staff review letter. <br /> <br />Recommendation: <br /> <br />The submitted plans generally meet the requirements established in City Code (TC-I District) and the <br />Town Center Development Guidelines, therefore staff is recommending approval of the preliminary <br />site plan contingent upon compliance with City Staff review letter dated March 30, 2007 <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council approve the preliminary site plan for Crest View at <br />Ramsey Town center, contingent upon compliance with the City Staff review letter dated March 30, <br />2007, <br /> <br />-or~ <br /> <br />Motion to recommend that the City Council deny the preliminary site plan. <br /> <br />Review Checklist: <br />Assistant Community Development Director <br />PC: 4/5/07 <br /> <br />50 <br />
