<br />Crest View Senior Communities: Site Plan Review <br />March 30, 2007 <br />Page 30f5 <br />Waste Storage: It appears from the submitted plans that waste storage fDr the facility will be <br />handled interior to the building at various locations, <br /> <br />Loading Docks: It appears that the only loading dock on the site will be on the sonth end of the <br />CommDns area near its connection to the Assisted Living/Memory Care wing. <br /> <br />Off-Street Parking ~ Spaces Required: The Tovm Center zoning district generally requires 2 <br />parking spaces per residential unit, but does not callout a specific standard for senior housing. <br />The proposed building is also a quasi residential/institutional use, and staff does not feel a <br />straight calculation of2 spaces per unit is appropriate for the site. <br /> <br />We understand that based on Crest View's experience with its other senior facility, the residents <br />of the assisted living/memory care units are expected to have few if any cars on the site. This <br />leaves the 103 independent units. An industry. standard for parking needs for this type of unit is <br />between 2/3 and 1 space per unit. The independent units will have priority in lliill.g the garage, <br />"which contains 84 parking spaces. Staff is continuing to review parking needs for these types of <br />units. <br /> <br />The site also has 2 surface parking lots. One lot .vill be off of Civic Center Drive and will <br />contain 26 spaces; this lot will be primarily for staff parking. You have indicated that expected <br />staffIng levels in the facility will be 50 Fill, with approximately 20 staff present at one time, <br />This parking area seems sufficient for staff purposes. <br /> <br />The second surface parking lot is off of Rhinestone Street and will primarily serve visitors to the <br />facility, with 35 parking spaces, This parking area also appears to be sufficient. There will also <br />be approximately 40 spaces along Sunwood Drive and Rhinestone Street. <br /> <br />Signs: Please :o.ote that all signs for the proposed building -must be approved through a separate <br />sign permit process. <br /> <br />Lighting: City standards require that the luminaire O-ight source) must not be visible from <br />beyond the property line. The applicant should submit shop dravvings of the lighting :fixtures for <br />review and approval by the City Engineer. Any lighting used to illuminate an off-street parking <br />area; sign, or structure shall be arranged to deflect away from Sunwood Drive. <br /> <br />Landscaping Plan: Overall, the landscaping plan, dated March 5, 2007, is generally acceptable, <br />The plan provides a diverse group of species and exceeds the canopy cover square footage <br />requirements. The follovving comments are offered regarding the landscaping plan and details: <br />. The planting schedule must be amended to include the Ponderosa Pines that will be <br />installed at the south end of the site. <br />. All shrub species are acceptable, but, minimum required size of shrubs is twenty-four <br />inches in height for deciduous species and !\venty-four inches in height or width, <br />whichever is more applicable per growth characteristics, for coniferollii shrub species. <br />Minimum shrub size mlliit be included in the plant schedule. <br />. The Wild Black Cherry near the .intersection of Civic Center Dr and Rhinestone St should <br />be shifted to the north slightly to ensure that it is outside of the vision clearance triangle. <br /> <br />68 <br />
