<br />Crest View Senior Communities: Site Plan Review <br />March 30,2007 <br />Pag' 2 of5 <br />Lot Coverage/Floor Area Ratio: The application package indicates that the overall building <br />footprint is 74,279 square feet, with an overall impervious area of 137,738 square feet. The <br />overall site is 181,865 square feet or 4.175 acres. The total floor area for the entire complex is <br />251,914 square feet. The TC-l District requires a minimum FAR of 0.75; the plans show a FAR <br />ofapproximately 1.4. <br /> <br />Setbacks,: The TC-l District requires at least 60% of ilie front fayede of ilie building be witbln 5 <br />feet of the front property line. There are no minimum side and rear yard setbacks within the TC-l <br />zoning district. There is a retaining wall that runs the fulllengtb. of the Sunwood Drive fayade <br />iliat is set slightly back from ilie property line (~6 inches), meeting ilie front yard setback. <br />Building stoops and footings must comply wiili ilie setback policy established for ilie To",,, <br />Center. <br /> <br />Architectural Standards: The design standards for this site are subject to the provisions laid out <br />in ilie Development Guidelines manual referenced in City Code for Ramsey Town Center. The <br />Guidelines place a high emphasis on high-quality architectuJ;"e, materials, and site design, <br />particularly ",lith regard to building placement, parking areas, and the pedestrian environment. <br /> <br />Overall, the submittal meets or exceeds these requirements. Staff would like to call out the <br />following specific items from the Guidelines: <br />. Parking areas should be located to the side or rear of buildings, which this. plan <br />accomplishes. <br />. Private courtyards should be incorporated where possible. to provide interior green <br />spaces as included in this plan. <br />. Multiple-story buildings are required, though occasional I-story buildings or portions <br />of buildings are permissible. <br />. A diverse mix of materials is encouraged, applied in a variety of proportions, <br />exposures, and detailing, especially along all street frontages. At least 50% of all <br />street-facmg building frontages should consist of brick. stone Or" comparable material <br />(non-glazed areas only). It appears the plans exceed this requirement, particularly on <br />Sunwood Drive; please provide the appropriate calculations. The Guidelines prohibit <br />the use of vinyl siding, except as a complementary material. Staff notes that vinyl is <br />proposed for portions of both the Commons and Assisted LivinglMemory Care <br />buildings, facing Civic Center Drive and Rhinestone Street. <br /> <br />City Code calls out for a separate review of all To\\'11 Center plans by the RTC Technical <br />Advisory Committee. of which City Staff is a majority. Several of the TAC members are no <br />longer available to serve on the Committee, and so City Staff is inC9rporating the separate T AC <br />review process into the regular inter-department plan review process. <br /> <br />Building Height: The TC-1 District requires a minimum of2 stories and a maxim1.lID of 5 stories <br />for all buildings 'Within this district. The independent senior unit vving will be 4 stories. the <br />assisted living/memory care wing will be 3 stories, and the coIDJJ1ons area will be 1-2 stories. <br />The commons area is mostly 2 stories, with the exception of a small portion that is fully internal <br />to the block and not visible from any of the street frontages. <br /> <br />67 <br />
