Motion by Commissioner LaMere and seconded by Commissioner Rolfe to approve the Park and <br />Recreation Commission meeting agenda for the meeting dated June 11, 1998, as amended. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Johns, Commissioners LaMere, and Rolfe. <br />Voting No: None. Absent: Chair Cook, Commissioners Droegemueller, Asfahl, and Ostrum. <br /> <br />APPROVE PARK AND RECREATION COMMISSION MEETING MINUTES <br /> <br />Motion by Commissioner LaMere and seconded by Commissioner Rolfe to approve the Park and <br />Recreation Commission meeting minutes dated May 14, 1998, as submitted. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Johns, Commissioners LaMere, and Rolfe. <br />Voting No: None. Absent: Chair Cook, Commissioners Droegemueller, Asfahl, and Ostrum. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />City Council public hearing and regular hearing meeting minutes dated April 14, 1998. <br />City Council public hearing and regular heating meeting minutes dated April 28, 1998. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Introduce Draft Land Use Map for the Comprehensive Plan <br /> <br />Mr. Boos introduced Brad Scheib as representing Hoisington Koegler Group. <br /> <br />Mr. Scheib presented the draft land use map for the Comprehensive Plan. He stated that <br />Hoisington Koegler Group is not looking for input or recommendations at this time, but only <br />asked the Commission to review the maps. He added that all maps are in draft form only, and <br />several are incomplete. He said the Commission's role is to oversee the information provided, <br />and the City Council has the final adoption authority on this issue. <br /> <br />Mr. Scheib then reviewed the process as a vision session only. He stated the Mississippi National <br />River and Rec. Area Commission has met and completed several studies. The Commission met <br />with neighboring cities and learned a great deal about the growth and development of Ramsey. <br />They also discussed regional growth policy and clarified misunderstandings in this area. <br /> <br />Mr. Scheib stated he would hand out documents, which will include all maps and associated text. <br />Part one of these documents addresses land use, and part two addresses specific land elements. <br />The documents also describe obstacles such as transportation systems (lack of east/west <br />connections through the City of Ramsey), the river and bridge issue (noting no financial support <br />for future bridging), and the Highway 10 corridor and railroad tracks (also noting the limited <br />amount of land available for redevelopment). <br /> <br />Mr. Scheib then discussed the map entitled "Future Land Use Plan." He stated that many ideas <br />have been generated based on input received from the public.
