Case #4: 1999-2004 Parks Capital Improvements Program (CIP) <br /> <br />Mr. Boos reviewed what took place in past years with both community park and community <br />center issues. In July, a five-year plan will be drawn up. A public hearing is to be held in August, <br />which may allow amendments to the CIP. The Finance Committee also will meet in August. A <br />Community Center Task Force will be organized to seek interest, funding, opposition, and so on. <br />Mr. Boos stated he will be on vacation in early July. <br /> <br />Commissioner Rolfe asked if a second meeting could be scheduled for July so that Mr. Boos <br />could attend. <br /> <br />Mr. Boos suggested a second meeting be scheduled for July 23 in a workshop format, the fourth <br />Thursday of the month. <br /> <br />Mr. Boos then continued discussing the history of the CIP. He stated that in 1998, an attempt <br />was made to introduce general funds to park improvements. He asked if the Commission's desire <br />relative to the general fund is to place it with a specific need. He suggested that asking for money <br />towards community parks may be easier than to ask for funding for a specific trail. General fund <br />maintenance continues to be needed in many park areas. Money may also be needed to purchase <br />additional parkland. The Lawful Gambling Program generates some money. Mr. Boos stated <br />that by the end of 1998, a detailed budget would need to be proposed for the following year. <br /> <br />Vice Chairperson Johns asked if 1999 would be a critical year for Community Center needs. <br /> <br />Mr. Boos replied that there is an advantage to keeping these large funding requests out in the <br />future so as not to become overwhelming. There are land parcels available for future Community <br />Center sites. The meeting in July will provide more answers on land availability. <br /> <br />Mr. Boos then stated that the 1999 Lake Itasca Park project could be deferred for a year or two, <br />as there are more critical funding needs in other areas. By the year 2000, $20,000 will likely be <br />needed for this project. He continued that general fund dollars need to be designated very <br />specifically. <br /> <br />Mr. Kapler asked if this project should be deferred or eliminated. <br /> <br />Mr. Boos answered that there is only so much money available. Park development may need to <br />slow now because land must be purchased first. There will be no extra money for a few years. <br /> <br />Vice Chairperson Johns speculated that in 1998, more land could be acquired. In 1999, new <br />tennis courts for Central could be built. The Lake Itasca Park project timeline is undetermined for <br />now. <br /> <br />Commissioner Rolfe stated concern regarding waiting two to three years on the Lake Itasca Park <br />project. <br /> Park and Recreation Commission/June 11, 1998 <br /> Page 7 of 11 <br /> <br /> <br />
