Mr. Boos continued with the CIP, stating that by the year 2001, most parks will need some <br />improvements. It is permissible to show more project requests than dollars available, as this will <br />indicate needs. By 2002, the Lake Itasca Park project may be looked at. Soccer field <br />development is also a need. The soccer association has discussed grants and park development. <br />By 2003, a bond referendum will need to be discussed. Mr. Boos stated that the projected $1.8 <br />million for the Community Center will probably not be sufficient. <br /> <br />Commissioner Rolfe stated that if all reasonable needs were met, this would total around $5 <br />million. Community education research should be done so residents may be notified <br />appropriately. <br /> <br />Mr. Boos went on to discuss the CIP in the year 2004. He asked if a Community Center could be <br />looked at by that time. <br /> <br />Commissioner Rolfe replied that this request should remain in the 2003 budget. <br /> <br />Mr. Boos then discussed the community-built playground project. He stated it could cost <br />approximately $48,000. This type of project could show how well the community networks and <br />cooperates with each other, and could lay the groundwork for determining present and future <br />support. He said general funds of $20,000 could be spent, and the remaining amount could be <br />requested as a match from the community. There may also be community support in the building <br />process, which could culminate in a "Friends of Ramsey Parks" program or similar. <br /> <br />Commissioner Rolfe stated the first step is to promote a future site for the playground. <br /> <br />Mr. Kapler added that Business Appreciation Day could be an excellent time to "pitch" this idea. <br /> <br />Mr. Boos said the Community Center Task Force could begin this promotion. <br /> <br />Commissioner Rolfe asked for pictures of the proposed playground setup so as to compare to the <br />current equipment. <br /> <br />Mr. Boos replied that vendors would provide this information. It would be a good chance to kick <br />off CIP proposal. <br /> <br />Commissioner Rolfe asked Mr. Boos to contact vendors and invite them to the July meeting. He <br />stated the vendors should provide pictures of playgrounds ranging in price from $40,000 to <br />$70,000. <br /> <br />Mr. Boos replied that August 1 should be the deadline for deciding on the playground, as Central <br />Park deserves nice equipment. There are many groups to enlist help from, including day care <br />centers, youth associations, the Lions, and so on. <br /> <br />Vice Chairperson Johns added that other groups, which could assist, could be Women of Today, <br />PTA, and others.
