Planning Commission public hearing and regular meeting minutes dated May 5, 1998. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Recommend Modifications to Draft C.I.P. for the Tentative August Public <br />Hearing <br /> <br />It was noted that the first draft of the 1999-2004 Parks Capital Improvement Program (C.I.P.) is <br />a five year plan, revising the Commission's 1997-2003 plan, as modified from the discussion <br />occurring at June's regular meeting. <br /> <br />Mr. Lacey reviewed the draft C.I.P. and asked if there were any questions. <br /> <br />Acting Chair Johns stated that the proposed Community Park expansions are to be spread over <br />several years. She went on to say that the emphasis at this point is on soccer field development. <br /> <br />Commissioner Droegemueller stated the soccer field issue involving Central Park East needs to be <br />addressed. He said there is only room for one soccer field at Central Park, and any future soccer <br />fields would require additional parks. He added that youth needs must be considered. <br /> <br />Acting Chair Johns asked if Outlot A in Riley Estates is located on the river. She asked that it be <br />identified on the map provided. <br /> <br />Commissioner Droegemueller replied that Outlot A is south of the golf course on 156th, near <br />Juniper Ridge. <br /> <br />Commissioner LaMere added that, in the narrative report, there is river and fishing access <br />adjacent to the Island. <br /> <br />Mr. Lacey stated there are 15 acres of trail link. He said he would check on the exact location <br />and let the Commission know. <br /> <br />Commissioner LaMere added that this land is not yet developed. He then asked about the <br />proposed trail along County Road 83 and 153fa, and west to Itasca. He asked if money for this <br />trail would be taken out of EDA funds. He added that this trail needs to be looked at, as it was <br />previously on hold. He suggested that the City Council use EDA funds so that parks can be <br />completed, accessed, and used as soon as possible, and safely, especially by children. <br /> <br />Park and Recreation Commission/July 9, 1998 <br /> Page 2 of 12 <br /> <br /> <br />
