Mr. Boos added that the trail linking Lake Itasca to Highway 47 is near completion.

Mayor Gamec suggested that a link along County Road 116 would be of benefit.

Commissioner LaMere asked for clarification of the dotted and solid lines shown on the map.

Mr. Boos replied that the dotted line areas are larger segments under consideration, while the
solid lines indicate urban links. He then asked the Commission to prioritize some of the
referenced parcels. He began by suggesting 153ra west of County Road 5 to the park.

Chair Cook offered the idea of a trail linking the High School to Andover.

Commissioner LaMere suggested Sunwood to 153fa.

Commissioner Droegemueller suggested Fox Knoll, as well as County Road 5 to Highway 47.

Mr. Boos stated it appears that these projects all rank equally high in importance to the
Commission. He added that the only link that falls lower in priority is Riverdale.

Commissioner Rolfe asked whether mm lights and stop lights were scheduled this year for
Highway 47. Mr. Norman replied that this project is due in the fall of 1999.

Regarding trail links, Mr. Boos stated he would contact homeowners about a potential project.
He added that another potential link might be that of Flintwood Terrace Park which would benefit
the Senior Project.

Mr. Norman stated that the tunnel project could be combined with that of Highway 47.

Commissioner Droegemueller voiced concern about youth in the tunnel area, and that there may
be graffiti, smoking, or other problems.

Mr. Norman replied that there is another tunnel in the City and that there have been no problems
with it.

Case #4: Community Built Playground Project

It was noted that on Tuesday, July 28, 1998, City Council's Finance Committee received the Park
Commission's request to introduce the Central Park Community-Built Playground Project at the
Business Appreciation Day event. The Committee voted not to have the project discussed as part
of the Appreciation Day. However, the Committee expressed support of the project and agreed
to identify other business events where the concept could be talked about.

Mr. Boos reviewed that the Commission might consider requesting the playground project
approval prior to the CIP approval, so as to provide maximum time for project planning and
organization. He added that this authorization could be sought at the same time bonding for land
acquisition is discussed with the City Council Finance Committee. He then showed a small-scale

Park and Recreation Commission/August 13, 1998
Page 5 of 8
