model of the potential playground to the Commission, and added that by using this model,
supporters and volunteers could have a better understanding of the project and how help is
needed as well as using it for actual construction.

Mayor Gamec stated that there has been no negative feedback regarding this project so far.

Commissioner Droegemueller suggested alternative methods of funding special projects such as
this. He described approaching businesses with collection boxes, called "Pennies for the
Playground," as an example. He also suggesting advertising on signs and small tokens which
could be given away or sold at gas stations and restaurants.

The Commission agreed as a whole that this would be a good way of building community
awareness towards the playground.

Mr. Boos offered an idea of ballots near the collection boxes which supporters could use to
pledge larger amounts of money, and then use the ballot as a tax-deductible receipt.

Commissioner Droegemueller stated that newspaper advertisements have not been effective.

Commissioner LaMere suggested holding a "walk" event for children as a potential fundraiser.

Mayor Gamed asked about the status of the Traprock Horse Arena. He stated that he has met
with homeowners, and was told that many Saddle Club members of the club have moved.
Therefore, he said, the arena is used only for 5 shows per year at the most, and is vacant the
remainder of the time. He added that the arena needs work, and the Saddle Club might not be
available to help with this.

Chair Cook added that there is no viable trail system to get to the arena. He added that it is
difficult to maintain property used for horses.

Mayor Gamec stated that even if there was a trail system, most of the Saddle Club members
perform in shows rather than ride on trails.

Commissioner Droegemueller asked if another neighborhood park might be desired. He asked if
there is a market for this, although Central Park is nearby. He suggested keeping the arena for
exhibitions.

Mr. Kapler stated there are maintenance costs involved in keeping the arena.

Mayor Gamec stated he would meet again with homeowners and discuss this, and would advise
the Commission of his findings.

Motion by Commissioner Droegemueller and seconded by Commissioner Ostrum to request that
the City Council Finance Committee authorize beginning discussion of the Central Park
playground project so as to ascertain public interest.

Park and Recreation Commission/August 13, 1998
Page 6 of 8
