NOTE CITY COUNCIL MEETING MINUTES

The Park and Recreation Commission noted the City Council regular session minutes dated August
25, 1998, the City Council regular meeting minutes dated September 8, 1998, and the City Council
regular meeting minutes dated September 22, 1998.

COMMISSION BUSINESS

Case #1: Receive Trail Survey Data

It was noted that Boy Scout John Manuel constructed a trail display inviting trail users to participate
in a survey and was in attendance tonight to present the survey results and his observations.

John Manuel introduced himself and explained he started this Eagle Boy Scout project on July 30,
1998 when he met with Mr. Grant Riemer, Public Works Streets Supervisor. Following that meeting,
Mr. Riemer gave him information on what the trial sign should indicate. He then obtained costs to
construct the sign to assure the best price, constructed the sign, and then on September 19, 1998,
erected the survey sign at its first location. He reviewed the sign locations and surveys received as
follows:

Number of
Location Surveys Received
Emerald Pond 36
North Fork 39
Rivenwick 22
Rivers Bend 36
Fox Park 7
Flintwood Terrace 17

Mr. Manuel reviewed the information he gathered from people who were using the trails and the
importance they placed on a connection to Rivers Bend Park or for residents to get a trail in their own
area. It was felt that only seven surveys were received at Fox Park due to rainy weather and since
some feel the bridge over the swamp area is unsafe. He advised that the sign was in each location for
approximately one week and was vandalized several times.

(Commissioner Johns arrived at 7:09 p.m.)

Mr. Manuel reviewed the following survey questions and responses received:

During the warm weather season, how often do you or members of your family use Ramsey
City trail? (5 surveys answered once per month; 23 surveys answered once per week; I! 7
surveys answered several times per week; and 7 surveys answered seldom)
IfRamsey were to put more resources into existing trails should it result in more development
or maintenance. (98 surveys supported development, 36 surveys supported maintenance, and
12 surveys supported both.)

Park and Recreation Commission/November 12, 1998
Page 2 of 7
