Commissioner LaMere asked if the City would have difficulty with the outer-metro location of the
community center. Chairperson Cook stated that this could be a good draw if it is sold to the public
correctly.

Commissioner Rolfe stated that there are many options available for the City and the facilities that
are offered.

It was noted that the next task force meeting will be Monday, December 14, 1998.

Case/t3: Initiate Discussions on the Trott Brook Trail

Chairperson Cook stated that the Commission needs to initiate discussion for the Trott Brook Trail
and noted that monies have been put aside for the planning work. He advised the Commission that
staff.needs to gain approval from the Commission on the direction they should pursue.

Commissioner Rolfe noted that many of the residents are not in favor of the trail system and stated
that the City needs to gain the residents' favor. Chairperson Cook stated that some residents on this
trail will always be opposed, as was the case with the Lake Itasca Trail.

Commissioner Rolfe stated that the public needs to be better educated of the benefits of the trail
system and the Commission could gain testimony from those who opposed past systems and are now
in favor.

Mr. Lacey added that the Commission could look to past meeting minutes for additional comments.

Commissioner LaMere stated that the Friends of Ramsey's Trails could be a good start, as well.

Commissioner Rolfe stated that the Ramsey Resident may be a good way to get the word out about
the future trail plan and do some interviews with residents in North Fork.

Commissioner LaMere agreed with the staff's recommendations in proceeding with this issue.

Commissioner Rolfe stated that potential snowmobile traffic is a concern as well. Mr. Lacey stated
that this was a concern with the Lake Itasca Trail, is down to a minimum, and policing is performed
by staff and residents.

Motion by Commissioner Ostmm and seconded by Commissioner LaMere to direct staffto initiate
the Trott Brook Trial discussions via the staff recommendations.

Motion carried. Voting Yes: Chair Cook, Commissioners Ostrum, LaMere, Asfahl, and Kolfe.
Voting No: None. Absent: Commissioners Droegemueller and Johns.

Park and Recreation Commission/December 10, 1998
Page 4 of 5
