Steve Kragness stated he lives on the northeast comer of Uranimite and 149th Avenue. The <br />speeders are doing about 50 and 60 miles an hour. They cut wide heading west and to cut the <br />comers they hit his ditch and also that of the Thatchers. They have even side-swiped the street <br />sign. He expressed concern for safety of the children and also the property damage. He <br />suggested that a stop sign alone at any intersection will not take care of the speeding as it appears <br />this speeding is intentional. <br /> <br />Ms. Hoffman noted a particular vehicle that has been causing havoc -- speeding, tormenting the <br />neighborhood, throwing garbage out of the vehicle, etc. <br /> <br />Chief Gustafson stated that when he meets with Ms. Hoffrnan, and the neighborhood, he would <br />like some testimony with regard to the damage that is occurring. <br /> <br />Councilmember Haas Steffen agreed that the people could write down the damage that's <br />occurring and it could be discussed at the next neighborhood meeting. With regard to ways of <br />reducing speed, there have been several suggestions. Some of these suggestions are practical and <br />some are not as easy to deal with. She understood that the law prohibits placing stop signs <br />simply to reduce speed. It appears there is a bad situation on Uranimite also with a deaf child <br />and property damage. <br /> <br />Bob stated he lives on 150th and Uranimite. He expressed concern about visibility -- without <br />stopping, a car may not see another coming. He noted also that people do not slow down enough <br />to take the right turn and end up in Thatcher's ditch. They also take the right turn without <br />waiting to see ifa car or bike is coming. He said it's amazing no one has been killed there. <br /> <br />Mayor Gamec wondered if we can just put stop signs wherever we want. <br /> <br />Mr. Jankowski replied yes, however, the City would have to take on certain liabilities if the <br />warrants for a stop sign are not met. <br /> <br />Councilmember Haas Steffen felt that stop signs should be warranted in this area. <br /> <br />Mr. Jankowski explained that for one stop sign, the warrants are pretty "soft". There are <br />quantifiables for four-way or all-way stops. They are basically traffic counts. He felt it would be <br />difficult to meet warrants for four-way stops in this area. <br /> <br />Councilmember Haas Steffen stated that if new stop signs are put up, the City should check to <br />see what types of warnings are available and also what they would cost. With regard to speed <br />bumps, she stated, from personal experience, that you cannot travel 35 miles per hour on the <br />speed bumps on Dysprosium. With regard to 149th, she is not sure where speed bumps should <br />be but that staff should seriously review that area and determine where they would work the best. <br />Staff should have traffic counts done to determine if four-way stops are justified. <br /> <br />Road and Bridge Committee/March 17, 1998 <br /> Page 3 of 6 <br /> <br /> <br />
