Don Sonneman, 7521 - 149th Avenue NW, Ramsey, suggested a cul-de-sac for 149th Avenue <br />and speed bumps for 149th Lane. He expressed concern about the talk of a Casey's going in at <br />the end of his road. He thought that would create more ora traffic problem. <br /> <br />Arlene, inquired as to who would pay for a cul-de-sac and added that she is opposed to it. <br /> <br />Mr. Jankowski responded that the City would have to set a policy for who will pay for it. <br /> <br />Arlene stated she does not want to pay for it. She feels that when #116 is extended, it will take <br />away the need for a cul-de-sac. If#116 does not help the problem, it should be dealt with at that <br />time. <br /> <br />Councilmember Haas Steffen stated that most of Council is not in favor of a cul-de-sac either. <br />We would like to try to address the traffic concerns in a different way. She added that a lot of <br />extra money has been spent on this issue already. <br /> <br />Marilyn Casey, 149th Lane, stated that they get a lot of speeders too, and speeders who also end <br />up in their ditch. A cul-de-sac would help the people on 149th Avenue but it will not help the <br />residents on 149th Lane at all. She felt that cul-de-sacs are not the answer, however, she felt that <br />the large speed bumps would work wonders. <br /> <br />Mike Purvis, 6025 - 157th Lane NW, Ramsey, stated he would like to head off this same type of <br />problem in his neighborhood. The Apple Ridge subdivision is being built next to his and traffic <br />will become a large problem. He wanted to ward off the problem before it started and asked that <br />Council consider closing off 157th Lane to through traffic via lead link fence. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to direct <br />that staff come back to City Council with a recommendation for speed bumps on 149th Avenue, <br />149th Lane, Uranimite and 150th Lane west of Uranimite, and if we have to meet warrants for <br />stop signs, let Council know when the traffic counts, etc. can begin. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting No: <br />None. <br /> <br />Councilmember Haas Steffen noted that sidewalks have also been discussed and she asked that <br />staff do some research with regard to sidewalks in this area. <br /> <br />The Road and Bridge Committee recessed at 6:16 p.m. and reconvened at 6:20 p.m. <br /> <br />Case #2: Report of T.H. #47 STP Project <br /> <br />City Engineer Jankowski stated that at the last Road and Bridge Committee meeting, it was <br />reported that the City had received approval of the City's proposal for the T.H. #47 Surface <br />Transportation Program (STP) project, from 142nd to 153rd. At that meeting, it was <br />recommended by the Committee, and favorably acted upon by Council, to authorize the hiring of <br />the firm of SRF, Inc. to prepare the plans for the project and related permits.
