commenced with letters to the US Natural Resources Conservation Service, the Minnesota <br />Pollution Control Agency, Minnesota Department of Natural Resources, and the Anoka County <br />Health and Environmental Services, requesting information and input on the proposed project. A <br />letter has also been sent to property owners along the length of the project area to advise them of <br />the anticipated project schedule and to advise them that more information will be forthcoming on <br />property acquisition. Mr. Jankowski reported that this afternoon a meeting was held with the <br />County. MnDOT has changed their position on what we need to begin as far as rights-of-access. <br />They have focused on the east side of T.H. #47 from 142nd to Xkimo/C.R. #5 -- property on the <br />west they are not concerned about at this time. We tried to pursue additional dollars for rights- <br />of-access and they have said we did not need that much. There was some discussion about <br />obtaining the Katnis property which is posted for sale. We could obtain it with a protective buy. <br />Mr. Jankowski continued that we have to hold a public hearing on this project and it has to be <br />advertised for 30 days. If we set the date of the public hearing at the March 24 Council meeting, <br />and publish it in the March 27 Anoka Union, the earliest we could hold the public hearing would <br />be April 28. We would then want someone on board who will do the land acquisitions for the <br />City, therefore, we should solicit and select someone. An open house format for the public <br />hearing has been talked about where tables would be set up and comment cards would be <br />available. We would encourage the people to sit and write out their comments. He suggested <br />Monday, May 4, for the public hearing date. Mr. Jankowski added that we will have to deal with <br />the DNR relative to the wetlands but that we should have about 12.5 dry acres. <br /> <br />No action is required. <br /> <br />Case #3: Report on Park and Ride Service to Lord of Life Church <br /> <br />City Engineer Jankowski reminded the Road and Bridge Committee that the Council requested <br />staff to investigate what costs might be associated with having a park and ride facility developed <br />in conjunction with Lord of Life Church. Staff has spoken with Aaron Issues of the Metropolitan <br />Council regarding this idea. He advised that the location of park and ride facilities must be <br />within the boundaries of the transit taxing district and the Lord of Life site currently is not within <br />that district. <br /> <br />Councilmember Haas Steffen suggested that Fred Hoisington of Hoisington Koegler, Inc., should <br />be aware of this while he is working on the City's Comprehensive Plan. She is not in favor of <br />being included in the taxing district. <br /> <br />Case #4: Review Five-Year CIP Projects <br /> <br />City Engineer Jankowski presented the draft Five-Year Capital Improvements Program which <br />was presented to the Council at their February 24, 1998 meeting. The purpose of this case is to <br />review those projects related to the venue of the Road and Bridge Committee to clarify the <br />purpose and scope out the project and to gain input on priorities. The purpose for Well No. 4 is <br />to obtain additional well capacity to enable the utility to meet its peak demand day with its <br />largest source out of service. Mr. Jankowski reported that the well has been drilled, however, the <br />test pumping produced too much sand. There are a couple of alternatives. One is we could keep <br />on pumping and hope the sand clears out.
