Case #3: Update on C.R. #116 (Improvement Project #97-25) <br /> <br />City Engineer Jankowski stated that the extension of C.R. #116, between Ramsey and Armstrong <br />Boulevards, has been scheduled for construction in July 1998. The City of Ramsey is providing <br />right-of-way for the project and has initiated actions to address wetland mitigation which has <br />been determined to be unavoidable. There has been concern expressed about tree line <br />preservation. We will be impacting this tree line and we will probably only be able to save about <br />10 feet of the line, however, we are talking to the County about alternatives. The County <br />requires a 30-foot clear line and they appear unwilling to move the road any to save trees. <br /> <br />Mayor Gamec asked about berming on the north side of#116. <br /> <br />Mr. Jankowski responded that it doesn't show berming, however, we have talked to the <br />consultant about it and will call him again to remind him. <br /> <br />Case #4: Update on 1998 Street Maintenance Program <br /> <br />City Engineer Jankowski stated that, at the February public hearing on the 1998 Street <br />Maintenance Program, a number of concerns were raised on the necessity of the improvements <br />proposed, particularly those projects recommended for a bituminous overlay. In response to the <br />concerns, Councilmember Zimmerman and City Engineer Jankowski reviewed Projects #98-09 <br />through #98~12. Based on the visual survey of the streets, Mr. Jankowski recommended that <br />Improvement Project #98-09, #98-10 and #98-11 proceed as proposed in the feasibility study. <br />He is recommending modification to Project #98-12 (the MSA streets) as follows: 1) Delete the <br />portion of 153rd Avenue between C.S.A.H. #5 and T.H. #47. This segment was deemed to have <br />a pavement condition rating of 4 to 5, which represent threshold ratings between recommending <br />sealcoating and overlay. Since a portion of this segment will be reconstructed in conjunction <br />with the T.H. #47 project in 1999, it is prudent to delay work until that project is completed. 2) <br />Delete the portion of 155th Avenue between Variolite and C.R. #56. The pavement rating <br />condition of this segment is 5 or better, and an overlay is premature. It should be delayed until <br />the pavement condition reaches a 4. 3) Delete the portion of 153rd Avenue from T.H. #47 to a <br />point 1,000 feet east of the intersection. Although the pavement rating condition is less than a 4 <br />on this roadway segment, a portion will be redone in conjunction with the T.H. #47 project, and <br />it is anticipated that watermain and sewer will be extended within this portion of roadway in <br />conjunction with the 1999 T.H. #47 project. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Zimmerman to recommend Council <br />direct staff to modify the 1998 Street Maintenance Program by deleting the recommended road <br />segments from the program and modifying the assessment rolls accordingly. <br /> <br />Motion carded.
