Ms. Jacobson suggested "watch for children" signs should maybe be posted a couple blocks up
from this intersection.

Mr. Jankowski stated that warning signs are effective if it is for something unexpected or
unusual, and that it certainly would not be unusual to expect to see children in this area.

Mrs. Kremer stated that Tungsten is a main vain and maybe people would take Sunfish because
of the stop signs. She added that Emerald Pond Park is also four houses down.

Councilmember Zimmerman stated that what staff is proposing is more restrictive than what we
should be doing. He felt that what the Traffic Review Committee recommended is the way to go
and if there is still a problem, then we can review the situation again and try something else.

Ms. Bobler asked about speed bumps.

Mr. Jankowski stated that speed is not really a problem.

Mayor Gamec expressed his dislike for speed bumps.

Motion by Mayor Gamec and seconded by Councilmember Zimmerman to recommend Council
approve placing a three-way stop at 142nd and Tungsten.

Further discussion: Greg Scheir stated that he lives at that intersection and he brought up this
problem about three years ago. Mr. Jankowski worked on the issue with him. He complimented
Mr. Jankowski on how cooperative he was and how well he handled the situation. However,
now there is an increase in traffic and the stop signs will really help. He thanked everyone.

Motion carried. Voting Yes: Mayor Gamec and Councilmember Zimmerman. Voting No:
None. Absent: CouncilmemberHaas Steffen.

Case #2: Update on T.H. #47 STP Project (Improvement Project #98-14)

City Engineer Jankowski stated that the City was notified back in February that it was successful
in its grant application for the T.H. #47 STP Project. The City hired the firm of SRF, Inc. to
prepare plans, environmental documents, and for professional services to take the project through
to bidding. Work on the environmental document has been initiated, and a project path report
has been completed. This report will provide the necessary element along with the scheduled
public hearing on Monday, May 4, 1998, which will allow the City to conduct protective buys of
needed property for the project. A letter has been sent to the adjacent property owners along the
project advising them of the public hearing. Requests for proposals for land acquisition services
have been sent out. A selection will be made prior to the May 4, so the consultant will be
available at the public hearing to answer questions. The hours of the hearing are from 5:00 p.m.
to 8:00 p.m. (open house format). Staff will encourage people to write on the comment cards and
comments will be accepted 30 days past the May 4 date.

Road and Bridge Committee/April 21, 1998
