ROAD AND BRIDGE COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, May
19, 1998, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey,
Minnesota.

Members Present:

Councilmember Natalie Haas Steffen
Councilmember Gerald Zimmerman

Also Present:

Mayor Thomas Gamec
City Engineer Steve Jankowski
Director of Public Works Dean Kapler
Police Chief David Gustafson

CALL TO ORDER

Councilmember Zimmerman called the regular meeting of the Road and Bridge
Committee to order at 5:08 p.m.

CITIZEN INPUT

None

COMMITTEE BUSINESS

Case #1:

Review Feasibility Study for Traffic Calming on 149th Avenue
Between Uranimite Street and C.R. #56 (IP #98-15)

City Engineer Jankowski stated that when this case was last sent to the City Council, four
of the five members appeared not to have an interest in closing off 149th Avenue at this
time, especially with the pending construction of C.R. #116. The action at the last City
Council meeting was to further discuss the feasibility study at the Road and Bridge
Committee. The history of traffic concerns on 149th Avenue goes back more than a year.
The problem is that 149th Avenue between Uranimite and Ramsey Boulevard is a long
straight street and residents have approached the City saying they have a lot of speeding
traffic. The City has tried a few things such as added police patrol, a speed display board,
and a traffic circle. Most recently, residents petitioned to cul-de-sac the street. The
feasibility study Mr. Jankowski prepared proposes a cul-de-sac on the east end of
Uranimite and 149th Avenue. The traffic counts taken show 776 vehicles in a 24-hour
period going between Willemite and Uranimite on 150th and 1,116 just west of Ramsey
Boulevard (this is kind of the through movement from Axmstrong Boulevard to Ramsey
Boulevard). It has been suggested that if that were cul-de-saced, it would reduce traffic,

Road and Bridge Committee/May 19, 1998
