ROAD AND BRIDGE COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, June
16, 1998, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey,
Minnesota.

Members Present:

Councilmember Natalie Haas Steffen
Councilmember Gerald Zimmerman

Also Present:

City Administrator James E. Norman
Director of Public Works Dean Kapler
City Engineer Steve Jankowski
Peter Raatikka, Hakanson Anderson Associates, Inc.

CALL TO ORDER

Councilmember Zimmerman called the regular meeting of the Road and Bridge
Committee to order at 5:03 p.m.

COMMITTEE BUSINESS:

Case #1: Update on T.H. #47 STP Project (Improvement Project #98-14)

City Engineer Jankowski reported that the last time the Committee received an update on
the T.H. #47 project was on April 28. A number of things have happened since then. On
May 4, a public hearing was held on the project at City Hall. He presented the minutes
from that hearing. Initially there were 11 homes identified, north of 149th Lane, as being
necessary to take for the construction/widening of the highway. Once the alignment plan
was laid out, we found nine homes, not 11, had just made setbacks by a foot or two but
noted two additional properties that did not meet setbacks. These three homes want to
know if they will be bought out or not. The cost estimate given back in February/March
was $2.0 million. Keeping these three homes and adding two more homes, plus adding
property north of 153rd to facilitate the tapering of the roadway to the existing conditions,
increases the estimate to $2.2 million, or an increase of about 10%.

Councilmember Haas Steffen inquired if Mr. Jankowski had checked into turning the
houses around to which Mr. Jankowski replied, yes, but it is very expensive.

Cour~cilmember Haas Steffen stated that Ramsey needs some affordable housing to which
Mr. Jankowski responded that moving the homes is an option.

Road and Bridge Committee/June 16, 1998
