Mr. Jankowski responded that the signal is still within the scope of the project. He then
noted the letter from Kim and Paul Foss about maintaining the berm for safety reasons.
Mr. Jankowski reported that this project is on schedule. He pointed out that in addition to
the T.H. #47 STP Project, the City has identified a number of additional projects which
ideally could be performed in conjunction with the #47 Project. One project that would
be critically involved with the #47 Project is the development of Sunwood Drive from
Sunny Ponds to 149th Avenue. This project involves the construction of the fourth leg of
the integration. If not done concurrently with the #47 Project, additional costs can be
anticipated when the intersection is remodeled from three legs to four legs. Mr.
Jankowski presented a proposal from SRF, Inc. to incorporate this work with the T.H.
#47 plans and specifications. Many of the work tasks are similar to those being
performed for the highway project such as wetland delineation, soil boring, and surveying
functions. A separate bid schedule could be included with the T.H. #47 Project to avoid
many of the overhead costs such as bid document preparation, solicitation, and
advertisement. The cost of this work is estimated at $31,000.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to recommend City Council retain SRF, Inc. at a cost not to exceed $31,000 for work
relating to the preparation of plans, specifications, and environmental work for the
completion of Sunwood Drive between Sunny Ponds and 149th Avenue and T.H. #47.

Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting
No: None.

Discussion ensued relating to a park and ride. Councilmember Haas Steffen suggested
talking with Anoka County Commissioner Dennis Berg about it and see if between the
County and the City, some pressure can be put on the State.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to direct staff to write a letter, jointly with Anoka County, saying this project is moving
along and we need to get the issue of a park and ride resolved.

Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting
No: None.

Case #3: Presentation of City Comprehensive Storm Water Plan

Pete Raatikka, Hakanson Anderson Associates, Inc., stated that the storm water plan was
started in 1978-79 and was completed in 1980. It identified the major basins and sub-
basins in the southern two-thirds of the City. It did not include the area that drains to the
Trott Brook basin. We did an inventory of all structures, wetland soil types, etc. We
estimated the drainage and improvements and came up with a square foot charge of four
cents for residential and six cents for industrial/commercial.

Road and Bridge Committee/June 16, 1998
