Mr. Jankowski stated that this district is bordered by Ramsey Boulevard on the west and <br />the Boy Scouts of America Camp on the east. We performed two special studies. With <br />the new Land Use Plan, we need to look at what we are doing to the west. <br /> <br />Councilmember Haas Steffen stated that we need to start planning for at-grade access. <br />We will not need anyone to come in and develop there - for example - a big grocery store. <br />We are re-creating T.H. #47 all over again. It will only get worse and there's no place <br />else to put a highway. <br /> <br />Mr. Jankowski stated that we have done a lot of planning on Highway #10. <br /> <br />Councilmember Zimmerman commented that we need better plans to get off and on both <br />sides of#10. <br /> <br />Councilmember Haas Steffen inquired if the City has talked to anyone about something <br />more than an at-grade access. We have businesses on Highway #10. How many people <br />do they feel they have to have coming through their shop to make it. If someone wanted <br />to have a grocery store, where would it be on #10, where would people want to get on and <br />off #107 She stated she would not put a business on Highway #10 that depends on a high <br />percentage of people visiting to make it go. She suggested it would even be a problem <br />for the employees having to go on and off#10 twice a day. <br /> <br />Mr. Jankowski responded that you would probably have to put a big grocery store off of <br />one of the County roads. <br /> <br />Councilmember Haas Steffen noted that Council accepted one plan but did not okay how <br />to pay for it. <br /> <br />Mr. Jankowski pointed out that Council did not adopt this new plan because he had some <br />revisions for them to take care of and then it got put on the back burner. However, we <br />have been using this report all along the way. With regard to the county ditches, Mr. <br />Jankowski stated that his position is someone should maintain them and it's better that <br />the City does it than no one at all. <br /> <br />Councilmember Haas Steffen suggested this has to be happening in other areas also. <br />Maybe the AMM needs to raise this issue - we need to ask some questions. Who pays to <br />get water out of a development should be in the CIP. She requested knowing what kind <br />of legal exposure we have if we do something in a county ditch and added that <br />Councilmember Zimmerman was told that the WMO has to be contacted about this. She <br />suggested talking to Charles LeFevere about it. <br /> <br />Mr. Raatikka felt that the City should take over the County ditches in the development <br />area. <br /> <br />Road and Bridge Committee/June 16, 1998 <br /> Page 5 of 8 <br /> <br /> <br />
