Councilmember Haas Steffen stated she would hesitate to do anything about the ditches <br />without a formal agreement. We need to ask some legal questions ~ we need to minimize <br />the risks. <br /> <br />Mr. Jankowski offered to get a list of attorneys who specialize in water law. <br /> <br />Councilmember Haas Steffen asked for information on what the WMO's authority is <br />also. She did not think that the County had even turned the ditches over to the WMO. <br /> <br />Mr. Raatikka advised that the City should get a CIP going and get a financing plan in <br />place. <br /> <br />Case//5: <br /> <br />Consider Proposal for Engineering Services for Improvement Project <br />#98-18 (Business Park 95 Fifth Addition) <br /> <br />City Engineer Jankowski presented the CIP sheets for Business Park 95 Seventh Addition <br />~ Phase II (which is proposed to be renamed to Business Park 95 Fifth Addition). This <br />project was tentatively scheduled for 1999. However, Lot 1, which is located on the <br />southeast comer of Uranium Street and 139th Avenue, has been committed to A&R <br />Manufacturing who are interested in constructing an 11,000 square foot facility and <br />would like to have their access to 139th Avenue by December, 1998. Therefore, it will <br />be necessary to construct this project this year. Mr. Jankowski presented a proposal from <br />Hakanson Anderson to provide the necessary design and inspection services. They have <br />provided engineering services for both projects adjacent at the east and west terminal <br />points of this project. They are currently providing project observation for Business Park <br />95 Seventh Addition, which is being constructed immediately east of this subject <br />property. Mr. Jankowski recommended retaining Hakanson Anderson to prepare plans <br />and specifications and provide construction observation within the terms of their June 10, <br />1998, proposal. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to recommend that City Council retain Hakanson Anderson Associates, Inc. to prepare <br />plans and specifications for Improvement Project #98-18 (Business Park 95 Fifth <br />Addition) in accordance with their June 10, 1998, proposal in an amount not to exceed <br />$7,900, and that staff come back to the Committee with a figure to look at for an <br />alternative to using Anoka's system. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting <br />No: None. <br /> <br />Case//4: <br /> <br />Change Order No. 1 for Improvement Project #97-23 (Business Park <br />95 7th Addition) <br /> <br />City Engineer Jankowski stated that Improvement Project #97-23 is necessary to provide <br />infrastructure service to the Peck development, the Northern Airgas development, and an <br /> <br /> Road and Bridge Committee/June 16, 1998 <br /> Page 6 of 8 <br /> <br /> <br />
