additional parcel on the west side of Radium Street which is currently being marketed by <br />the City. The plans for this project anticipated prior development of the approved <br />Northern Airgas grading plan. However, Northern Airgas has not commenced <br />construction, and a storm water detention pond which was to be constructed as a part of <br />their grading plan must be added to the scope of work in order to make the storm system <br />function as designed. Mr. Jankowski presented a change order which incorporates these <br />changes for the amount of $6,210. The order has been reviewed by the project engineer <br />and recommended for execution, as the prices submitted are reasonable. <br /> <br />The Committee suggested staff assess this issue and figure out how to recoup some of the <br />expense. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to recommend that Council approve Change Order No. 1 to Improvement Project #97-23 <br />in the amount of $6,210. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting <br />No: None. <br /> <br />Case #2: Update on C.R. #116 (Improvement Project #97-25) <br /> <br />City Engineer Jankowski stated that the extension of C.R. #116, between C.R. #56 and <br />C.R. #83, has been scheduled for construction for late 1998. The County has hired SRF, <br />Inc. to prepare plans and specifications for the roadway. The City is providing right-of- <br />way for the project and has initiated actions to address wetland mitigation which has been <br />determined to be unavoidable. Mr. Jankowski reported that an Environmental <br />Assessment worksheet has been prepared and submitted for agency comment. The <br />comment period ends on June 17, 1998. The eminent domain proceedings for acquisition <br />of the necessary right-of-way and wetland mitigation area have been commenced, and the <br />City will acquire title to the land on July 15, 1998. He presented an engineer's estimated <br />which shows the City having an 11.7% share of the construction costs or a total amount <br />of $71,504, This cost is attributable to two project elements. First is a bituminous path <br />which will parallel the roadway on the north. The second element includes the <br />excavation of wetland beyond what was needed by the project for mitigation. This <br />wetland was proposed to be excavated solely for the purpose of partially compensating <br />the landowner for the purchase of property. <br /> <br />Councilmember Haas Steffen mentioned there should be the trail for the I49th area <br />residents and she wondered how these were going to connect up. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to recommend Council authorize a bituminous path parallel to C.R. #116 on the north and <br />authorize the excavation of wetland needed for the project mitigation, and beyond, and <br />that $71,000 is for that.
