with the acquisition process was made to City staff in June of this year and a second
request was made more recently.

Councilmember Zimmerman inquired what the zoning is on this property.

Mr. Jankowski replied that it is rural, single family residential, four in forty.

Councilmember Haas Steffen inquired if Hoisington has planned anything different with
this property.

City Administrator Norman stated that he wrote a letter to Hoisington about this but he
has not yet heard back from him. There is a scheduled meeting with Hoisington on
Thursday of this week. He asked for opinions on whether or not this project should be
pushed up to this year's CIP.

Councilmember Haas Steffen inquired if we would have to go through a homestead.

Mr. Jankowski responded no, however we would substantially impact it and they are
opposed to the project. We could buy them out if they do not want to stay there with the
road behind them.

Councilmember Zimmerman asked if the City is basically looking at what can be done
with parcel number five.

D.A. Smith replied yes, but that he would like to split parcel six.

Mr. Norman stated that the Committee will be considering the land acquisition portion of
this project.

Mr. Smith stated that if the property is kept residential, it is worthless.

Mr. Jankowski stated that the acquisition is just the strip (he presented a map) and the
area east of the strip.

Councilmember Haas Steffen stated that she is interested in getting more east/west routes
in this City. The only available highways to "dump" our traffic onto are #10 and #47.
We will be getting impacted more and more by Elk River. She added that she is also
interested in trying to accommodate the land owners. Councilmember Haas Steffen
stated that we could take the request of the land owner and present it to the planner and if
he feels that cannot be accommodated, he gets back to the City Council as soon as
possible.

Mr. Smith stated he is "leaning" more toward a commercial zoning.

Road and Bridge Committee/August 18, 1998
Page 2 of 7
