Councilmember Haas Steffen suggested going ahead with buying the property and also <br />trying to accommodate Mr. Smith's request for commercial zoning. She added that she is <br />not satisfied that we have the money to do this. She is, however, all for acquiring <br />property as soon as possible. <br /> <br />Dennis Peck stated he is aware of discussions about taking this property since 1993. <br />Does the City still want this property. If the answer is yes, is it fair to hold Mr. Smith up <br />for another five years? <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to recommend City Council amend the 1998 Capital Improvement Program to include the <br />153/155 Avenue extension land acquisition and direct staff to begin negotiations with the <br />property owner of the subject property. <br /> <br />Motion carded. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting <br />No: None. Absent: None. <br /> <br />Case #1: Update on T.H. #47 STP Projects <br /> <br />City Engineer Jankowski reported that the schedule for the T.H. #47 STP Project is about <br />six weeks behind. He presented the revised schedule. He explained there are several <br />elements of the project which have been scrutinized by the Council and MnDOT which <br />have warranted investigation. The Road and Bridge Committee asked that a pedestrian <br />underpass from the future senior center across #47 be considered. Mr. Jankowski <br />presented a sketch, prepared by SRF Inc., of an underpass. Two additional alignments for <br />this underpass were considered, but were rejected as being not feasible due to grade <br />considerations. The estimated cost of this underpass is $250,000 and does not include <br />additional right-of-way which would be required or special security camera equipment. <br />Mr. Jankowski mentioned maybe going to a different area where the grade is better - <br />maybe farther south. <br /> <br />Mayor Gamec expressed a concern about the water table in that area. <br /> <br />Councilmember Haas Steffen thought it seemed like such a long tunnel. <br /> <br />Mr. Jankowski noted that the high cost is mostly for the pipes. <br /> <br />The Committee suggested looking at another area - farther south - and to report back to <br />the Council on Tuesday. We also have to have a trail. It was also suggested to consider <br />going under C.R. #5. Councilmember Haas Steffen referred to the underground tunnel at <br />Majestic Oaks which means the County has previously allowed this to be done. <br /> <br />Mayor Gamec reported that Majestic Oaks does have a problem with water in the tunnel - <br />the leach pit is the problem. <br /> <br />Road and Bridge Committee/August 18, 1998 <br /> Page 3 of 7 <br /> <br /> <br />
