Mr. Jankowski also presented the layout review by MnDOT. MnDOT suggested closing <br />149th Lane and keeping the access of 151st Avenue. He stated that this is not a good idea <br />and that he will convey that to MnDOT. It was discussed with a school transportation <br />representative earlier this month. The alternative to this proposal would be to provide a <br />connection between 149th Lane and 151st Avenue west of the frontage road, or provide a <br />connection between the Brandseth subdivision and 152nd Avenue so that buses could <br />enter through Brandseth and exit onto T.H. #47 at 149th Lane since they cannot make the <br />U-turn from southbound T.H. #47 to northbound on the fi:ontage road. Another <br />suggestion of MnDOT was that double left turn lanes be provided for northbound T.H. <br />#47 at C.S.A.H. #5. The County Engineer has indicated there have been no objections to <br />this suggestion. Mr. Jankowski noted that MnDOT has suggested eliminating the skews <br />of the intersections with 149th Avenue and 153rd Avenue, respectively. He reported that <br />the skew at 149th will be minimized as much as the existing right-of-way will allow. The <br />skew at 153rd cannot be substantially modified without requiring acquisition of <br />additional right-of-way. <br /> <br />Councilmember Haas Steffen asked about the pork chop island to which Mr. Jankowski <br />replied that they said to take it out so we did. Councilmember Haas Steffen expressed <br />agreement with that. <br /> <br />Consensus of the Committee was to direct staff to review the option of underpass or <br />overpass, and to check out a different location for the underpass and also one on C.S.A.H. <br />#5, make certain the size of the pipe is big enough - maybe make it one to two sizes <br />bigger than originally planned. <br /> <br />Case #2: Update on C.R. #116 Extension <br /> <br />City Engineer Jankowski reported that the C.R. #116 should be complete and open to <br />traffic by November of this year. He presented a joint powers agreement outlining the <br />responsibilities of the City in this project. The major elements of the agreement are the <br />financial commitment to pay the cost of the bike path, to acquire 120 feet of right-of-way, <br />and to agree to limit the number of accesses to six. It is staff's opinion that three cross- <br />streets along this segment would be adequate to service the adjacent undeveloped land. <br />However, the City currently has two well locations along C.R. #116 which would also <br />count as an access. The City would need to relocate these accesses to side streets, obtain <br />easements through adjacent property, or decrease the number of intersecting streets. Mr. <br />Jankowski expressed agreement with limiting the accesses. He pointed out that two <br />pages of the agreement show the City's share of the split of the project. <br /> <br />Councilmember Haas Steffen stated we should not pay for blacktopping. <br /> <br />Mr. Jankowski went on to explain that the City is responsible for obtaining the necessary <br />right-of-way, and, therefore, has acquired the right-of-way, the wetland mitigation area, <br />and the temporary construction access from the Kuraks on the western portion of the <br />project.
