end. However, acquiring a 15-foot temporary easement to grade the back slope of the <br />bituminous trail was overlooked. Mr. Jankowski reported that he has spoken to all three <br />property owners who are willing to grant a right-of-entry to allow the project to proceed <br />uninterrupted. Work on the easement will require removing a windbreak tree line. In <br />discussing compensation with the two property owners residing on those parcels, they <br />were very open to the concept of the City placing buffer landscaping to meet that <br />obligation. Incorporating trees along this boundary would also enhance the trail <br />aesthetics. Staff is recommending that a landscaping budget be authorized as <br />compensation for this temporary easement. <br /> <br />Councilmember Haas Steffen suggested offering to put in evergreens and then maybe <br />some kind of lower brush - one that would turn colors in the fall. <br /> <br />Discussion ensued relating to the landscaping. It was noted there are opportunities for the <br />Parks Department to plant. It was also noted that Mr. Gary Reimann moves tress and that <br />he is not too expensive. He may be able to decrease the cost of tree landscaping. <br />Councilmember Haas Steffen also mentioned cherry trees. <br /> <br />Mr. Jankowski reported that the Park and Recreation Commission directed that a cost <br />estimate of a trail link from the proposed C.R. #116 trail be obtained and considered by <br />the City Council. He presented an illustration how such a trail link would provide access <br />from the neighborhood north of the project to the #116 trail system. Right-of-way would <br />need to be obtained from the Kuraks. The cost of the trail construction is about $14,000 <br />with the land acquisition costing about $21,000. <br /> <br />The Committee asked that staff determine where the money will come from. <br /> <br />Councilmember Zimmerman suggested this trail may be a bit premature. <br /> <br />Councilmember Haas Steffen stated that the trail costs will just get more expensive. She <br />added that when the Hoisington Group tells us were we ought to go with accesses, maybe <br />we can get an answer about where the roads should be and try to plan it into that at the <br />best cost to the City. We know where we want the trail to go. If he suggests a different <br />option, we may be able to work this in. <br /> <br />Mr. Jankowski explained that the benefit of doing this now is we will have it right away. <br />Our benefit of waiting is we could possibly get it free. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zinunerman <br />to recommend that Council enter into the proposed Joint Powers Agreement with Anoka <br />County and that Council establish a budget not to exceed $60,000, total, which also <br />should include the tree planting. <br /> <br />Motion carded.
